<br />CJSF- .3o~ <br /> <br />,~ <br /> <br />HALL COUNTY BOARD OF SUPERVISIORS MEETING OCTOBER 3, 1995 <br /> <br />The 'Hall County Board of Supervisors met October 3, 1995 at 9:00 A.M. <br />from adjourned session and by published call with Chairman Irene <br />'Abernethy presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Hartman, Margaret <br />Landis, Robert Leslie, Gary Quandt, Judy Rosenkotter and Tammie Stelk. <br /> <br />Invocation was given by Irene Abernethy. <br /> <br />Pledge of Allegiance was given. <br /> <br />Quandt made a motion and Stelk seconded to accept the minutes and <br />place on file. Abernethy, Hartman, Landis, Leslie, Quandt, <br />Rosenkotter and Stelk all voted yes and none voted no. <br /> <br />Deputy County Attorney Jerry Janulewicz prese~ted the agreement with <br />Truell, Garroute and Pullen on the third tier! juvenile and paternity <br />cases. This would be a 3-year contract for $115,000.00 per year. <br />This would be paid in equal monthly amounts. If the amount of cases <br />exceeded 440 in a I-year period the firm would be paid an additional <br />$150.00 per case. Rosenkotter stated that in the previous committee <br />meetings the~number of cases handled was quoted at 600 cases per year. <br />From previous years experience Mr. Truell stated that the felony and <br />misdemeanor cases totaled about 400 per year with an additonal 10% <br />added for the juvenile and paternity cases.Stelk stated that <br />Western Nebraska Legal Services might be interested in the juvenile " <br />and paternity cases because the greater share of these cases are for <br />indigent persons. This agreement does not have a breakdown between <br />the cases. The question was asked if J~:r:.ry Pigsley was contacted <br />to see if the County Board could still '~~CI<:>tiateiwith thel'ublic <br />Defender~ Office. Mr. Pigsley was not contacted. Landis made a motion <br />and Hartman seconded to approve the agreement with Truell, Garroute <br />and Pullen for the second-tier contract. Discussion was held. The <br />possibilty of legislative changes was discussed. Landis called for <br />the question and to close debate. Hartman, Landis, Leslie and Stelk <br />voted yes and Quandt, Abernethy and Rosenkotter voted no. Landis <br />made the motion and Hartman seconded to approve the contract with <br />Truell, Garroute and Pullen. Hartman, Landis, and Leslie voted yes <br />and Abernethy, Quandt, Rosenkotter and Stelk all voted no. The motion <br />did not carry. <br /> <br />Jerry JanUlewicz presented the agreement with Region III and Hall <br />County. He recommended to sign the agreement. Hartman made a motion <br />and Leslie seconded to approve the agreement and authorize the chair <br />to sign. Abernethy, Hartman, Landis, Leslie and Rosenkotter all <br />voted yes and Quandt and Stelk voted no. Motion carried. <br /> <br />Janulewicz presented. letters to the board members from County Attorney <br />Ellen Totzke addressing the questions that were raised concer'pigg <br />Mid-Plains Center for Professional Services. Discussion was held. <br />Totzke recommended that Mid-Plains develop a procurement policy <br />: for future purchases. It was also recommended that the County Board' <br />may want to obtain a copy of the agreement between Vendell/Rivendell <br />and Mid-Plains. The lease agreement with Mid-Plains-:Ceriter for --, <br />PrefessionalServices and Hall County was presented to the board. <br />Discussion was held on the building maintenance fund and it was <br />requested that reports of the deposits and expenditures be provided <br />to the board. Hartman made a motion and Leslie seconded to approve <br />the agreement and authorize the chair to sign. Abernethy, Hartman, <br />Leslie, Landis and Rosenkotter voted yes and Quandt and Stelk voted <br />no. Motion carried. <br /> <br />Doug Winters with Tele-~ommunication Security displayed the video <br />tape he made of the board meeting. The video tape from the cameras <br />from the corrections department was also' viewed. These tapes would <br />be compatible with GITV. Mr. Winters will present a written proposal <br />for the October 10 meeting. <br />
