<br />/ <br /> <br />q5~-~!'1 ~ <br /> <br />~ <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, SEPTEMBER 26, 1995 <br /> <br />! The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session <br />and by published call with Chairman Irene Abernethy presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Hartman, Margaret Landis, <br />Robert Leslie, Gary Quandt, Judy Rosenkotter and Tammie Stelk. None were <br />absent. <br /> <br />Invocation was given by Rev Del Roper, Trinity United Methodist Church. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of September 19th meeting were accepted as received on motion by <br />Quandt, seconded by Hartman. Abernethy, Hartman, Landis, Leslie, Quandt, <br />Rosenkotter and Stelk voted yes, none voted no. Motion carried. <br /> <br />Deputy County Attorney Jerry Janulewicz was present. <br /> <br />Susan Nadolski, Executive Director Family Violence Coalition Incorporated <br />was present in regard to the Lease agreement and contract with Hall County. <br />Motion by Stelk, seconded by Rosenkotter to accept the license agreement <br />with Family Violence Coalition and authorize chairman to sign. Abernethy, <br />Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk voted yas, none voted <br />no. Motion carried. <br /> <br />Attorney Janulewicz explained the contract in regard to Keno funds budgeted <br />for Family Violence Coalition. ~ <br />Motion by Stelk, seconded by Rosenkotter to accept and ~~~J1Q~ize chairman <br />to sign contract for Family Violence Coalition. Abernethy, Hartman, Landis, <br />Leslie, Quandt, Rosenkotter and Stelk voted yes, none voted no. Motion carried. <br /> <br />Discussion on the Lease Agreement with Mid Plains Center for Professional <br />Services. Attorney Janulewicz explained the agreement. Discussed were <br />the Grand Island Independent news articles and editorials. Determined not <br />to sign lease agreement at this time. Supervisor Hartman presented copies <br />of financial report and board members since 1990 to the present. He had <br />copies of the graph for each board member and news media. <br />Rosenkotter read her proposal for the committee ~equest and now wishes to <br />withdraw the request for committee. She stated her original proposal was for <br />three member County Board Committee. She had turned her questions and the <br />anonymous letters she has received to the County Attorney for review. <br />Rosenkotter gave each member copy of letter fr(;)jllCen:t:~al Mediation Center <br />to Rodney Bass, Mid Plains Center and'requesfeUha~r'i-:ii-~lr))ft-E2i1tered. ~ntQ_-r <br />records of today' s meeting. ~-~----~-- -~--- <br /> <br />SupervisQr Hartman asked for Board members support if he is to remain on the <br />Mid Plains Center Board or he will get off. Discussion followed. <br />Motion by Landis to have Hartman stay on the Mid Pl~ins Center Board as <br />Board representative. Motion died for lack of second bu-fiboard members <br />gave verbal support that he remain on the board. - <br /> <br />Chairman called 5 minute break at 10:25 a.m. <br />at 10:30 a.m. <br /> <br />Commenced audit of monthly claims. <br /> <br />Returned to regular session <br /> <br />Attorney Janulewicz gave his verbal opinion on recording of board committee <br />meetings. No action was taken. <br /> <br />Hartman recommended the authorization for Parks Superintendent to purchase <br />grasshopper mower for Coun't:.y_Park. <br />Motion by Quandt, seconded i by Hartman to authorize Parks to purchase <br />grasshopper mower of low bid from Fairbanks Equipment $5158.75 from th~r' <br />equipment acquisition budget. Abernethy, Hartman, Landis, Leslie, Quandt, <br />Rosenkotter and Stelk voted yes, none voted no. Motion carried. <br /> <br />Hartman was excused from the meeeting at 11:30 a.m. to attend a funeral. <br /> <br />Continued audit of monthly claims. <br />Joel Dalton, Corrections Director was called to meeting, in reqard to some <br />claims he had submitted, which he explained. <br />While Dalton was at meeting they discussed the video of board meetings. <br />He reported on his checking with Sam's Club in regard to equipment. No <br />action was taken today. <br /> <br />Stelk questioned claim for Apfel Butler for burial from Dependent fund. <br />County Clerk to check and see if was paid last month and was duplicate claim. <br />Also questioned the Harding & Osborn claim for Attorney Pigs ley and the <br />amount of court appointed counsel claims this month. <br />Stelk asked to be removed from the Court Appointed Counsel Committee she <br />has been serving on. <br />
