<br />95f-- ~?7 <br /> <br />.! <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, SEPTEMBER 5, 1995 <br /> <br />,~~-'"'""'" <br /> <br />:~t~The Hall County Board of Supervisors met at 9:00 A.M. from adjourned session <br />- and by published call with Chairman Irene Abernethy presiding. <br /> <br />rresent on roll call were Irene Abernethy, Richard Ha:tman, Margaret Landis, <br />Robert Leslie, Gary Quandt, Judy Rosenkotter and Tarnrn1e Stelk. None were absent. <br /> <br />Invocation was given by Rev. Steven Warriner, Abundant Life Christian Center. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of August 29th meeting were accepted as received, motion by Quandt, <br />seconded by Stelk. Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter, <br />and Stelk voted yes, none voted no. Motion carried. <br /> <br />Deputy County Attorney Jerry Janulewicz was present. He presented the <br />C.W.A. contract with Public Works Department. Negotiations were accepted <br />with 3% cost of living plus merit step increases. <br />Motion by Hartman, seconded by Rosenkotter to approve the C.W.A <br />for July 1, 1995 to June 30, 1996 'and authorize chairman to sign the <br />Abernethy, Hartman, Landis, Leslie and Rosenkotter voted yes, Quandt <br />Stelk voted no. Motion carried on 5 - 2 vote. <br /> <br />contract <br />contract. <br />and <br /> <br />Attorney Janulewicz presented the proposed policy for recording County Board <br />meetings by the County Board Assistant. <br />Motion by Rosenkotter, seconded by Stelk to accept the policy for audio <br />recording of meetings and include Board of Equalization and Board of Correct- <br />ion meetings that are of regular agenda. Abernethy, Hartman, Landis, Leslie, <br />Quandt, Rosenkotter and Stelk voted yes, none voted no. Motion carried. <br /> <br />POLICY OF THE HALL COUNTY BOARD OF SUPERVISORS FOR AUDIO <br />RECORDING OF COUNTY BOARD MEETINGS BY <br />THE COUNTY BOARD ASSISTANT <br /> <br />1.0 PURPOSE. The purpose of this policy shall be to provide <br />policies and procedures for audio recordings of meetings of the <br />Hall County Board of Supervisors and to provide public access to <br />such recordings. <br /> <br />2.0 RECORDING OF MEETINGS. There shall be an audio recording <br />made of all regular and special meetings of the Hall County Board <br />of Supervisors, the Hall County Board of Corrections, and the <br />Hall County Board of Equalization except those meetings or <br />portions thereof when' the Board, by majority vote, is in closed <br />session. <br /> <br />3.0 RESPONSIBILITIES. The County Board Assistant or .a member <br />of the county board in the absence of the board assistant shall <br />be responsible for making said audio recordings as set forth in <br />this policy. <br /> <br />4.0 MAINTENANCE OF RECORDINGS. All tapes or othe~ medium upon <br />which said recordings are made shall be maintained by the county <br />board assistant in a locked cabinet. Recordings of meetings <br />shall be retained for a period of six months and shall thereafter <br />be erased and the tape reused or otherwise disposed. <br /> <br />5.0 ACCESS TO RECORDINGS. By request made to the County Board <br />Assistant, the public, including county officers and employees, <br />may listen to any recording made pursuant to this policy on a <br />machine approved by the Board Assistant. Such access shall be <br />provided within 24 hours of request, excluding weekends and <br />holidays. <br /> <br />Copies of tapes may be obtained upon request to the County <br />Board Assistant. Persons requesting copies of tapes must supply <br />adequate tapes for such purpose. The County shall not be <br />responsible for the quality or adequacy of such copies. <br /> <br />The County Board Assistant or a designee thereof shall make <br />any such requested copy within 72 hours of the receipt of a <br />request, excluding weekends and holidays. <br /> <br />6.0 FEES. The County Board Assistant shall charge a fee for <br />copies of tapes made pursuant to this policy. Said fee shall be <br />established at the rate of .$5~OO per 30-minute segment or portion <br />thereof, with a maximum fee per county board meeting of $30.00. <br />Said fee shall be due and payable prior to or upon receipt of <br />such copy. Blank tapes for said recordings shall be supplied by <br />the person requesting said copy. <br />
