<br />/- <br /> <br />I <br />,. <br />1 <br />t <br /> <br />95r- ;<59 <br /> <br />~t <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, AUGUST 22, 1995 <br /> <br />... <br /> <br />The Hall County Board of Supervisors met at 9:00 A.M. from adjourned session <br />and by published call with Chairman Irene Abernethy presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Hartman, Margaret Landis, <br />Robert Leslie, Gary Quandt, Judy Rosenkotter and Tammie Stelk. None were <br />absent. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of August 15th meeting were approved as mailed, after adding <br />to Rosenkotter comment to use recorder and she supported the use of <br />recorder. <br /> <br />Discussion on use of recorder and Board members using their personal recorders <br />Landis stated "show on records as being against Rosenkotter taping what I <br />say at meetings" ~,~- ~--c-:: ~""~:='___ --'_m__________ . ... __ .________~-- <br />Supervisor Quandt stated\wa~ not on-,-~genda for discussron todaY,r~:qest~d~it be <br />placed on agenda for next week's meeting and vote on the use of recorders. <br /> <br />Chairman Abernethy presented check from BT&T Vending a commission check for <br />$196.46 for deposit in County Treasurer's office. <br /> <br />Deputy Attorney Jerry Janulewicz was present. <br />He gave opinion on mileage for County employees. Statute 23-1112 deals with <br />County Government and stated 27.5~ per mile. Miscellaneous expenditures <br />statute pays 29~ per mile for State. Recommendeds County Board continue <br />to pay 27.5~ per mile for County employees as per State Statute 23-1112 <br /> <br />Janulewicz presented the final form for Mid Plains Contract and had revised <br />to read 5 annual contributions by each county. Rod Bass, Director Mid <br />Plains Center questioned if funding for maintenance fund included Children <br />Village maintenance also. Janulewicz stated for just Mid Plains Building <br />only, did not include Childrens Village building. <br />Motion by Hartman, seconded by Landis to approve the final contract and <br />addendum with changes as recommended to include Childrens Village building <br />maintenance. Following discussion Hartman withdrew motion and Landis <br />withdrew second and to have Janulewicz change wording to include Childrens <br />Village building and place on next week's agenda. <br /> <br />Hartman requested addition to today's agenda for Executive Session to <br />discuss personnel :ati Mid Plains Center. Janulewicz stated if was an <br />Emergency could be-added to agenda. <br />Motion by Hartman, seconded by Landis to add to agenda an Emergency <br />Executive Session. On roll call vote Abernethy, Hartman, Landis, Leslie, <br />Quandt and Stelk voted yes, Rosenkotter voted no. Motion carried. <br /> <br />Motion by Hartman, seconded by Landis to recess for Executive Session to <br />discuss Mid Plains personnel. Abernethy, Hartman, Landis, Leslie, Quandt, <br />Rosenkotter and Stelk voted yes, none voted no. Motion carried. <br /> <br />Executive Session 9:45 A.M. Present were Attorney Jerry Janulewicz, Rod <br />Bass & Tom Cook, Mid Plains Center, Ellen Merrill County Board Assistant <br />and Marjorie Haubold, County Clerk. <br />Returned to regular session at 9:56 A.M. on motion by Leslie, seconded <br />by Landis. Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter and <br />Stelk voted yes, none voted no. Motion carried. <br /> <br />Supervisor Quandt asked Attorney Janulewicz questions in regard to letter <br />from Sheriff Fosket in regard to trade of 2 automatic weapons and revolvers <br />for 10 semi-automatic pistols at no additional costs to Hall County. <br />Chairman Abernethy gave copy of letter to Janulewicz for him to review. <br /> <br />Short recess was called, returned to regular session at 10:06 A.M. <br /> <br />Motion by Stelk, seconded by Leslie to adopt Resolution #1671 in regard to <br />signs for Husker Harvest Days. Abernethy, Hartman, Landis, Leslie, Quandt, <br />Rosenkotter and Stelk voted yes, none voted no. Motion carried. <br />
