<br />.tfSf'- /91 <br /> <br />~ <br /> <br />- <br />.. <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING JUNE 20, 1995 <br /> <br />The Hall County Board of Supervisors met June 20, 1995 at 9:00 A.M. <br />from adjourned session and by published call with Chairman Irene <br />Abernethy presiding. <br /> <br />Present on roll call were Irene Ah~~~thY,; Richard Hartman, Margaret <br />Landis, Robert Leslie, Gary Quandt~~Judy Rosenkotter and Tammie Stelk. <br /> <br />Invocation was given by Rev. John Reehl from Trinity Lutheran Church. <br /> <br />The Pledge of Allegiance was given. <br /> <br />Minutffiof the June 13 meeting were received am corrected. Quandt <br />made a motion and Hartman seconded to accept and place on file. <br />Abernethy, Hartman, Landis, Leslie Quandt, Rosenkotter and Stelk <br />all voted yes and none voted no. <br /> <br />Deputy County Attorney Jerry Janulewicz presented a letter from the <br />attorney genera~ declining to give an opinion on the constitutionality <br />of the Doniphan Curfew Ordinance. Quandt requested that the County <br />Attorney give an opinion. The village has enacted this ordinance and <br />the Hall County Sheriff will be enforcing it. If this is contested <br />the court system would determine if it is constitutional. Stelk made <br />a motion and Quandt seconded to have the County Attorney give an <br />opinion on the constitutionality of the Doniphan Curfew Ordinance. <br />Discussion was held. Sheriff Fosket stated that the curfew will <br />correct the problem. Quandt made a motion to close debate. Abernethy, <br />Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk all voted yes <br />and none voted no. The vote on the motion to have.the County Attorney <br />give an opinion was voted on. Hartman, Landis, Quandt and Stelk voted <br />yes and Abernethy, Leslie and Rosenkotter voted no. <br /> <br />The contract for thepainting of the courthouse rotunda with Mendyk <br />Painting was presented. Janulewicz recommended adding an insurance <br />clause to the contract. Quandt made a motion and Lan~is secgnded <br />to approve the contract with Mendyk Painting with an~~pge._) <br />clause for liability insurance included and authorize the ~hair to <br />sign. Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter and <br />Stelk all voted yes and none voted no. <br /> <br />The painting committee report was read. Leslie made a motion and <br />Rosenkotter seconded to accept the committee report and place on file. <br />Abernethy, Landis, Leslie, Quandt, Rosenkotter and Stelk all voted <br />yes and Hartman abstained. <br /> <br />Janulewicz presented a copy of the opinion from Nebraska Accountability <br />and Disclosure Commission. County Attorney Ellen Totzke recommended <br />setting up a committee to study this opinion. A personnel committee <br />consisting of Irene Abernethy, Judy Rosenkotter, Gary Quandt, Margaret <br />Landis, cEllen=. 'Patzke ~ and Jerry Piccolo - will study :. thi s .. . They will <br />meet.Monday.June 26 at 8:30 A.M. <br /> <br />Marvin Webb presented the change order for the Social Services and <br />Health Department. An exhaust fan ductwork was added and a mirror <br />was replaced. Quandt made a motion and Rosenkotter seconded to <br />accept the change orders. Abernethy, Landis, Leslie, Quandt, <br />Rosenkotter and Stelk all voted yes and Hartman abstained. The <br />lien waivers have been signed and a pay request for the seconded <br />half of the fees was presented. <br /> <br />The ADA remodeling for the courthouse was discussed. Webb discussed <br />the possible changes for the various options. The overall cost was <br />discussed. Rosenkotter made a motion and Stelk seconded to accept <br />the low bid from Paulsen Development for the courthouse remodeling. <br />Abernethy, Leslie, Rosenkotter and Stelk all voted yes and Hartman, <br />Landis and Quandt voted no. <br /> <br />Hartman made a motion and Rosenkotter seconded to open the bids for <br />the new motor grader. Abernethy, Hartman, Landis, Leslie, Quandt, <br />Rosenkotter and Stelk all voted yes and none voted no. <br /> <br />10:00 A.M. the following bids were opened. <br />
