<br />qSf- Is-I <br /> <br />I <br /> <br />HALL COUNTY BOARD OF SUPERIVISORS MEETING MAY 2, 1995 <br /> <br />The Hall County Board of Supervisors met May 2, 1995, at 9:00 A.M. <br />from adjourned session and by published call with Chairman <br />Irene Abernethy presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Hartman, Margaret <br />Landis, Robert Leslie, Gary Quandt, Judy Rosenkotter and Tammie Stelk. <br /> <br />Invocation was given by Roger Ridley from Grace Baptist Church. <br /> <br />Pledge of allegiance was given. <br /> <br />__ L _ <br />The minutes ,of the April 28 meeting were! received and corrected. <br />Quandt made motion and Stelk seconded to accept and place on file. <br />Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk <br />all voted yes and none voted no. <br /> <br />PUBLIC PARTICIPATION <br /> <br />Pat Hochstetler, 918 West 6th, Grand Island, Nebraska spoke to the <br />County Board. She stated that she is unhappy with Mid-Plains Center <br />for Professional Services. She stated they should be responsible <br />and accountable. She expressed that there was a serious breach of <br />confidentialty and is requesting the Hall County Board and the <br />Hall County Attorney request a grand jury investigation. <br /> <br />Deputy County Attorney Jerry Janulewicz presented a draft of the <br />letters to be sent to John Breslow and the Commission on Account- <br />ability and Disclosure. This letter was approved and will be <br />prepared and mailed. <br /> <br />Janulewicz presented the updated sub-contract. agreement with <br />Senior Citizens Industries and Hall County. He will forward to <br />~he State for their approval then the board can approve it. Stelk <br />discusSEfdi the conferance call the Transporation Committee with the <br />State,roINebraska concerning~x:tending_J~ours. The state may be <br />able 'to allocate more fundnfQr~^~~t~~naT--!. purposes. This would <br />be the time to make these changes.-'-- <br /> <br />The judicial district for public defenders was discussed. NACO <br />suggested moving ahead with this before the legislature adjournsj <br />A joint meeting with Buffalo County could not be arranged until <br />JUne. This issue is to be a legislative study this summer. <br /> <br />The committee melt'; t:onceamting ,the public 'defeIidec" and court appointed <br />counsel.. " Their reccommendation to the County Board was to <br />consider and authorize proposals for the second tier public defender.. <br />Theysuggested following the Nebraska State statute scheme to contract <br />with attorneys. An oversite' board could be created of two attorneys <br />and one lay person and that board would make reccommendations to the <br />County Board the qualified attorneys and the rate to be paid. The <br />possibility of putting this up for bids and setting the rates to be <br />paid was discussed~ A two or four year contract with yearly precentage <br />increases could be made. The court appointed counsel is more <br />expensive. The committee will meet again for more discussion and study. <br /> <br />10:00 A.M. Quandt made motioa~Q_gp~~ the bids for the' Motor <br />Vehicle Window. No bids wereLreceived~: The board can contact <br />and \,n-egotiats' with the contractors. ' <br /> <br />Ken Steinbeck, Steinbeck Insurance Agency and AI.Spiehs with All <br />American Marketing Corporation, presented a cancer policy with <br />Occidental Life. They requested the boards permission to contact <br />county employees with their policy. Hartman made motion and Quandt <br />seconded to authorize All American Marketing Corporation to contact <br />county employees with this option and effective January 1:, ,1995 to <br />:set a minimum employee enrollment of 5% for the payroll deductions. <br />Abernethy, Hartman" ; Landis ., 'Lesl"ie, Quandt,' Rosenkbtr.ter and Stelk <br />:all voted yes and none_.voted no. <br />
