<br />.11 <br /> <br />e95,~ 7~7 <br /> <br />':~ '9 <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING MARCH 14, 1995 <br /> <br />The Hall County Board of Supervisors met March 14, 1995, at 9:00 A.M. <br />from adjourned session and by published call with Chairman Irene <br />Abernethy presiding. <br /> <br />Present on roll call were Abernethy, Hartman, Leslie, Quandt, Stelk <br />and Rosenkotter. Landis was absent. <br /> <br />Invocation was given by Rev. Vernon Werner of Calvary Baptist Church. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of the March 7 meeting were received corrections and additions <br />were made. Quandt made a motion and Rosenkotter seconded to accept <br />minutes. Abernethy, Hartman, Leslie, Quandt, Rosenkotter and Stelk <br />all voted yes and none voted no. <br /> <br />Harry Moore from Madison County presented a new proposal to Hall County, <br />copies of which were handed to the board members. Discussion was held on <br />the various adjustments on case loads and the fees to be charged. <br />Stelk made motion, Rosenkotter seconded, to refer the new Madison County <br />proposal to Deputy County Attorney Jerry Janulewicz. <br /> <br />Received a request for a liquor license for Riancloud, Inc. dba <br />Ampride Store. The public hearing needs to be set. Discussion followed <br />on the requirements necessary. Stelk made motion, Hartman seconded, to <br />set the public hearing March 28, 1995, at 2:00 P.M. and to refer this <br />request to the Hall County Sheriff and the County Attorney. Abernethy, <br />Hartman, Leslie, Quandt, Rosenkotter and Stelk all voted yes and none <br />voted no. <br /> <br />Laurie Shultis, from the Family Cr~is Center discussed with the board <br />her plans to apply for the McKinney Grant. In the past the Crisis <br />Center has applied for the grant alone, but this year she is proposing <br />to apply with the Community Humanitarian Resource Center and Central <br />Nebraska Community Services. By applying together, the chances to <br />receive the grant would be better. The total grant would be $55,800.00 <br />for the three agencies combined. Hall County would still receive the <br />administrative fee. All of this money would be used in Hall County. <br />This is a cooperative effort between the three agencies. Rosenkotter <br />made the motion, Stelk seconded, to approve the cooperative effort of <br />the three agencies to apply for the McKinney Grant. Abernethy, Hartman, <br />Leslie, Quandt, Rosenkotter and Stelk all voted yes and none voted no. <br />Laurie Shultis is to contact the Hall County Clerk when she has it <br />finished and to be put on the agenda. <br /> <br />Discussion was held on the letter that was sent to the board members <br />concerning an accusation the the statistics from the Crisis center were <br />altered. The agencies have worked very hard to accomodate all of the <br />requests they receive. <br /> <br />Earl Yankten discussed with the board a request for a bridge to <br />be built to his property on Highway 281 and l-R Road. This is a <br />private driveway. Stelk made motion, Gary seconded, to refer this <br />matter to the Public Works Committee. Abernethy, Hartman, Leslie, <br />Quandt, Stelk and Rosenkotter all voted yes and none voted no. <br /> <br />Jan Pelland Hall County Assessor discussed with the board the homestead <br />exemption appeal of Roberta K Collins. The physicians disability state- <br />ment did not qualify her for the exemption, so a notice of rejection <br />was sent to her. The assessors office cannot override the physicians <br />statement. The Board of Equalization needs to set a hearing date for <br />her appeal. Quandt made motion, Stelk seconded, to set the hearing <br />for March 28th. Rosenkotter made motion, Stelk seconded, to authorize <br />the chairman to sign a letter instructing Robert Collins to contact <br />the assessor with her new doctors name so another disability statement <br />can be mailed out. <br /> <br />Jan Pelland stated all agimproved notices of proposed values were <br />mailed out. They held informal hearings and final notices will be <br />mailed out March 15, there is a 30 day protest period. The Board of <br />Equalization will need 2 sets of meetings. The board received a letter <br />listing the time frames when they can act on the valuation protests. <br />Jan will be called back later to complete discussion. <br />
