<br />A RESOLUTION REGARDING THE APPROVAL OF
<br />ADDITIONAL KENO SATELLITE LOCATIONS
<br />

<br />WHEREAS, the County of Hall and Fonner Keno, Inc., have
<br />entered into a Lottery Operator Agreement, hereinafter
<br />referred to as the "agreement," for the conduct of a keno
<br />type lottery ; and
<br />
<br />WHEREAS, the
<br />operate any
<br />boundaries of
<br />County; and
<br />
<br />WHEREAS, in addition to the present satellite locations,
<br />Fonner Keno, Inc., has proposed the operation of the
<br />following satellite locations, subject to the approval of
<br />the County of Hall, to wit:
<br />
<br />agreement authorizes Fonner Keno, Inc. , to
<br />number of satellite locations within the
<br />the County, subj ect to the approval of the
<br />
<br />1. Raymond K. Seaman, doing business as Shannon's Pub,
<br />2802 Old Fair Road, Grand Island, NE.
<br />
<br />2. Ralph LaRosa, doing business as LaRosa's Flamingo
<br />Restaurant & Lounge, 3421 W. State Street, Grand Island, NE.
<br />
<br />3. Bosselman, Inc. , Bosselman' s Travel Center,
<br />Interstate 80 and U.S. Highway 281, Grand Island, NE.
<br />
<br />4. Thomas D. Bernard and Joanne I. Bernard,
<br />business as Generations, 2815 South Locust Street,
<br />Island, NE; and,
<br />

<br />WHEREAS, Paragraph 17.2 of the agreement provides that "[n]o
<br />officer, director, shareholder or employee of [Fonner Keno,
<br />Inc.] or of Fonner Park, or member of his or her immediate
<br />family, or any business with which he or she is connected,
<br />interested or otherwise concerned, directly or indirectly,
<br />within the meaning of Regulation 35-600.02G shall enter into
<br />a written agreement with. [Fonner Keno, Inc.] for a satellite
<br />location without the approval of the County." That there
<br />are officers, shareholders, and others having interests in
<br />Bosselman, Inc., who are officers or shareholders of Fonner
<br />Park, and that Donald E. Graves is President of Fonner Keno,
<br />Inc., and also has an interest in Bosselman, Inc.; and
<br />
<br />WHEREAS, Consistent with Paragraph 3.5.12.4 of the
<br />agreement, Fonner Keno, Inc., and Westside Bowling Lanes,
<br />Inc., have mutually agreed to terminate the Satellite
<br />Agreement between Fonner Keno, Inc., and Westside Bowling
<br />Lanes, Inc.; and
<br />
<br />WHEREAS, the Platte
<br />withdrawn it previous
<br />satellite location.

<br />approval as a
<br />
<br />NOW BE IT RESOLVED that the County Board of Hall County does
<br />hereby approve the commencement of satellite keno lottery
<br />operations at the following additional locations, subject to
<br />receipt of all application materials and approval of the
<br />same by the County Keno Administrator, to wit:
<br />
<br />1. Raymond K. Seaman, doing business as Shannon's Pub,
<br />2802 Old Fair Road, Grand Island, NE.
<br />
<br />2. Ralph LaRosa, doing business as LaRosa's Flamingo
<br />Restaurant & Lounge, 3421 W. State Street, Grand Island, NE.
