<br />. <br />to <br /> <br />q(j;; P: -- 3/f~ <br />I <br />HALL COUNTY BOARD OF SUPERVISOR MEETING, OCTOBER 29, 1996 <br /> <br />The Hall County Board of supervisors met at 9:00 a.m. from adjourned seSSlon <br />and by published call, in County Board meeting room, 121 South Pine, Grand <br />Island. <br /> <br />CALL TO ORDER: The meeting was called to order by Vice Chair Robert Leslie. <br /> <br />INVOCATION: Invocation was given by Rev Gary Schulte, Evangelical Free <br />Church, Grand Island. <br /> <br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given in unison. <br /> <br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman, <br />Margaret Landis, Robert Leslie, Huey Long and Gary Quandt. <br />Tammie Stelk was absent from room. Arrived at 9:11 a.m. <br /> <br />PRESENT WERE: Deputy Attorney Jerom Janulewicz, Deputy Attorney Mark Young, <br />News media representatives Carol Bryant, Grand Island Indepen- <br />dent and Traci Overstreet, KRGI Radio. <br /> <br />MINUTES OCTOBER 22nd.MEETING: Motion by Quandt, seconded by Hartman to <br />accept minutes of October 22nd meeting as received. Abernethy, Hartman, <br />Landis, Leslie, Long and Quandt voted yes, none voted no, Stelk was absent. <br /> <br /> <br />COUNTY ATTORNEY: <br /> <br />Motion by Landis, seconded by Quandt to recess for Executive Session with <br />Attorneys for update information on Public Defender Organization negotia- <br />tions. Abernethy, Hartman, Landis, Leslie, Long and Quandt voted yes, <br />none voted no, Stelk was absent. <br /> <br />EXECUTIVE SESSION 9:08 A.M. Update on Public Defender Organization <br />negotiations with Jerom Janulewicz and Mark Young. <br />Stelk came to meeting at 9:11 a.m. during executive session. <br />Motion by Leslie, seconded by Landis to return to regular session. Aber- <br />nethy, Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, none <br />voted no. Motion carried. <br /> <br />Chair Stelk conducted the balance of today's meeting. <br /> <br />KENO GRANT CONTRACTS: Jerom Janulewicz, Administrator of Keno Funds <br />gave update on contracts for the keno fund grants and payment schedules <br />for 1996-97 budget year. <br />Motion by Hartman, seconded by Leslie to authorize chair to sign <br />contracts for the keno fund payments. Abernethy, Hartman, Landis, <br />Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion carried. <br /> <br />MID-PLAINS CENTER FOR PROFESSIONAL SERVICES AGREEMENT. Attorney Janulewicz <br />requested the agreement be delayed for another week. <br /> <br />Supervisor Quandt asked Attorney Janulewicz about policy for campaigning <br />in County Buildings. Stelk also asked about the petition drives being <br />done in County buildings. Janulewicz will research and report at later <br />date. <br /> <br />CONDITIONAL USE COMMITTEE: Landis, Chair of the Conditional Use Permit <br />Committee stated they had met last Thursday and toured several sites in <br />Hall County. Location in question at this time is located on Highway <br />281, 5 miles north on east side of road. Landis had pictures of site <br />taken by Mrs. Bill Lawton, who was present in audience. Landis requested <br />the Board to ask Regional Planning Commission to come in with recommendation <br />for establishing of salvage yard. <br />Marcia Lawton, 1419 W. prairie Road spoke in regard to questions from <br />the board members. <br />Attorney Janulewicz stated they need to decide how many unlicensed <br />vehicles on property in agricultural zone, Regional Planning Commission <br />will have to hold Public Hearing and make recommendation to County Board, <br />then County Board will also hold public hearing to change the zoning <br />regulations. <br />Motion by Landis, seconded by Leslie to refer to Regional Planning <br />Commission to make recommendation to County Board. Abernethy, Hartman, <br />Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion <br />carried. <br /> <br />BOARD OF EQUALIZATION: Motion by Leslie, seconded by Abernethy to hold <br />Board of Equalization meeting. Abernethy, Hartman, Landis, Leslie, Long, <br />Quandt and Stelk voted yes, none voted no. Motion carried. <br />Board of Equalization meeting at 10:03 a.m. and returned to regular <br />
