r~r- 37'~ HALL COUNTY BOARD OF SUPERVISOR SPECIAL MEETING, OCTOBER 28, 1996 The Hall County Board of Supervisors met at 7:00 p.m. in special session by published call, in County Board meeting room, 121 South pine, Grand Island. CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk. ROLL CALL: Present on roll call were Richard Hartman, Margaret Landis, Robert Leslie, Huey Long, Gary Quandt and Tammie Stelk. Irene Abernethy arrived at 7:05 p.m. PRESENT were County Attorney Ellen Totzke, Public Works Director Dan Hostler, Building Inspector Max Boersen, Regional Planning Director Dave Barber, News media representatives Heather Hooper, Grand Island Independent and Tracy Overstreet, KRGI Radio. There were approximately 35 to 40 people present during the Public Hearing. The reason for the special meeting was to conduct Public Hearing to consider a Conditional Use permit request from Bosselman Inc, to construct a sewage lagoon system in SE 1/4 NE 1/4 Section 23, TION, RIOW Hall County. Affidavit of publication was read as published in Grand Island Independent on Thursday, October 17, 1996. Margaret Landis, Chairman of Conditional Use Permit Committee made opening statements. Supervisor Hartman read the following Conditional Use Permit Committee report: /)J , / 0~ Committee Member H.T Letter was read from Chuck Bosselman, President Bosselman Companies. October ~8, 1996 TO: Hall County Board Of Supervisors RE: Wastewater Lagoon for Bosselman Travel Center In the initial meeting there were three items of concern: 1) Impact on the 100 year Flood Elevations 2) Seepage of the lagoons 3) Odor of the lagoons You have copies of letters from Harold Christensen to Regional Planning Commission. You have a copy of the letter from Jim Musilek from Mid-State Engineering & Testing. You have copies of letter from Gene Brady, Brady Engineering in reference to flows and odors.
