<br />C/?f-330 <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, OCTOBER 15, 1996 <br /> <br />The Hall County Board of Supervisors met at 9:0? a.m. from adjourned, session <br />and by published call, in the County Board meetlng room, 121 South Plne, <br />Grand Island. <br /> <br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk. <br /> <br />INVOCATION: Invocation was given by Rev. Allen Olsen, Worldwide Church of <br />God, Grand Island. <br /> <br />PLEDGE OF ALLEGIANCE: The Pledge of allegiance was given in unison. <br /> <br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman, <br />Margaret Landis, Robert Leslie, Huey Long, Gary Quandt and <br />Tammie Stelk. None were absent. <br /> <br />MINUTES OF OCTOBER 8TH MEETING: <br />to accept minutes of October 8th <br />Landis, Leslie, Long, Quandt and <br />carried. <br /> <br />Motion by Abernethy, seconded by Leslie <br />meeting as received. Abernethy, Hartman, <br />Stelk voted yes, none voted no. Motion <br /> <br />COUNTY ATTORNEY: No representative was present. <br />Ellen Merrill, County Board Assistant reforted that Attorney Janulewicz <br />had reported to her that the Mid Plains Agreement was not worked out yet. <br />He will place on agenda when final agreement is ready for Board approval. <br /> <br />OFFICE REPORTS: <br />Motion by Abernethy, seconded by Long to accept and place on file the <br />Office reports as received. Abernethy, Hartman, Landis, Leslie, Long, <br />Quandt and Stelk voted yes, none vote no. Motion carried. <br />Clerk of District Court, fees collected for September $3734.30 <br /> <br />Register of Deeds, Documentary Stamp tax fees,September $3838.66 <br />Recording fees for September $10,969.50 <br />photo fees for September $ 846.99 <br /> <br />Regional Planning Commission minutes for October 2,1996 meeting. <br /> <br />BOARD OF EQUALIZATION MEETING: Motion by Leslie, seconded by Landis to <br />recess for Board of Equalization meeting. Abernethy, Hartman, Landis, <br />Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion carried. <br />Board of Equalization meeting at 9:12 a.m. Returned to regular meeting <br />at 9:16 a.m. <br /> <br />COMMUNICATIONS: <br />Chair read the letter received from Lauri Shultis, Director of Crisis <br />Center in regard to payment of keno funds on quarterly basis. Discussion <br />followed. No action taken at this time. <br />Deputy Attorney Jerom Janulewicz was called to meeting, He reported <br />he had heard from some of those who were awarded keno funding. He will <br />return with a proposal at next week's meeting. Discussion followed and <br />some Board members felt Janulewicz should work with each awardee and <br />report back to Board at later date. <br />Motion by Hartman, seconded by Landis to let Jerry Janulewicz as Keno <br />Administration award the money as he sees fit, we hired him to handle the <br />Keno funds and let him negotiate with those who are to receive the funds. <br />Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, none <br />voted no. Motion carried. <br /> <br />9:30 A.M. PUBLIC HEARING TO CONSIDER CONDITIONAL USE PERMIT FOR BURLINGTON <br />NORTHERN SANTA FE RAILROAD FOR INSTALLATION OF RADIO TOWER to be located in <br />part of Wl/2 NW1/4 35-13-13 Hall County. <br />Affidavit of Publication was read as published in Grand Island Indepen- <br />dent on October 5, 1996. <br />Miles Christensen, Transmission System Engineer for Burlington Northern <br />Santa Fe Railroad spoke and answered questions from the Board members. <br />No one else spoke in support or opposing the granting of the permit. <br />One written letter was received from Howard Maxon, Director Emergency <br />Management for Grand Island-Hall County, that after review, he recommends <br />the County Board approve the Conditonal use request. <br />Conditional Use Permit Committee had not met to make a recommendation. <br />Motion by Abernethy, seconded by Hartman to close the Public Hearing. <br />Motion by Hartman, seconded by Landis to approve location for the tower and <br />grant the Conditional Use Permit. Abernethy, Hartman, Landis, Leslie, Long, <br />Quandt and Stelk voted yes, none voted no. Motion carried. <br />
