<br />C;~ r - ~7~ <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, AUGUST 27, 1996 <br /> <br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session <br />and by published call in the County Board Meeting Room, Administration Build- <br />ing, 121 South Pine, Grand Island. <br /> <br />CALL TO ORDER: Meeting was called to order by Chair Tammie Stelk. <br /> <br />INVOCATION: The invocation was given by Supervisor Irene Abernethy. <br /> <br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given. <br /> <br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman, <br />Robert Leslie, Huey Long, Gary Quandt and Tammie Stelk. <br />Absent was Margaret Landis, who arrived later. <br /> <br />PRESENT were County Attorney Ellen Totzke, Deputy Attorney Jerom Janulewicz, <br />News representatives from Grand Island Independent and Radio Station KRGI. <br /> <br />MINUTES AUGUST 20th MEETING. Motion by Quandt, seconded by Long to accept <br />minutes for Board of Supervisors meeting and Board of Equalization meeting <br />as received. Abernethy, Hartman, Lelsie, Long, Quandt and Stelk voted yes, <br />none voted no, Landis was absent. <br /> <br />COUNTY ATTORNEY: Deputy Attorney Janulewicz requested the Executive Session <br />on agenda be delayed until later as waiting for Deputy Attorney Mark Young. <br /> <br />VACATION LEAVE AND NEPOTISM POLICIES: County Attorney Totzke explained the <br />changes in vacation policy as requested by Elected and Appointed officials. <br />She requested the County Board approval final policy. <br />Motion by Abernethy, seconded by Quandt to approve the vacation policy <br />for County employees handbook as presented. Abernethy, Hartman, Leslie, <br />Long, Quandt and Stelk voted yes, none voted no, Landis was absent. Motion <br />carried. <br />Attorney Totzke explained the changes in nepotism policy as proposed by <br />elected and appointed officials at their/meeting. Requested County Board <br />approve the final policy. <br />Motion by Abernethy, seconded by Leslie to approve the nepotism policy <br />for County employees handbook as presented. Abernethy, Hartman, Leslie, <br />Long, Quandt and Stelk voted yes, none voted no, Landis was absent. Motion <br />carried. <br /> <br />NEBRASKA PUBLIC AGENCY INVESTMENT AND TRUST RESOLUTION: Attorney Janulewicz <br />again recommended the County Board not qpprove resolution until receive the <br />lnformation from State Auditor's office and it is reviewed by the Attorney's <br />office. Will place on County Board Agenda when receives the information. <br /> <br />Supervisor Landis arrived at meeting at this time. <br /> <br />INSURANCE BENEFIT PLAN: Attorney Janulewicz spoke in regard to the plans and <br />requested this be delayed until later today when Mid American Insurance <br />representatives will be present. <br /> <br />COOPERATIVE AGREEMENT FOR CHILD SUPPORT ENFORCEMENT WITH CLERK OF DISTRICT <br />COURT OFFICE. Attorney Janulewicz spoke in regard to the agreement. <br />Motion by Quandt, seconded by Long to approve and authorize the chair to <br />sign the agreement for Child Support Enforcement. Abernethy, Hartman, <br />Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion <br />carried. <br /> <br />PROPERTY TAX REFUNDS: County Treasurer Doris Mason spoke in regard to the <br />refunds and stated the resolution adopted 5 years ago is expiring September <br />30, 1996. Funds are now due back to the political subdivisions and air <br />carriers and will start to draw interest beginning September 30th. Hall <br />County share is $110,674.50 Discussion followed. <br />Motion by Landis, seconded by Quandt to authorize County Treasurer to <br />make refund payments as required. and Adopt Resolution #96-0053 as presented. <br />Abernethy, Landis, Leslie, Long, Quandt and Stelk voted yes, Hartman voted no. <br />Motion carried. <br /> <br />RESOLUTION #96-0053 <br /> <br />A RESOLUTION AUTHORIZING THE COUNTY TREASURER TO PAY COURT- <br />ORDERED PROPERTY TAX REFUNDS <br /> <br />WHEREAS, the Hall County Board of Supervisors has budgeted <br />$110,674.50 in the Property Tax Reimbursement Fund for the 1996- <br />1997 fiscal year; and <br /> <br />WHEREAS, there are court-ordered property tax refunds to <br />
