<br />HALL COUNTY BOARD OF SUPERVISOR MEETING, AUGUST 13, 1996
<br />
<br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session
<br />and by published call, in the County Board Meeting Room, Administration Build-
<br />ing, 121 South Pine, Grand Island.
<br />
<br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk.
<br />
<br />INVOCATION: The invocation was given by Rev Denton Jantzi, Wood River
<br />Mennonite Church.
<br />
<br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given.
<br />
<br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Huey Long, Gary Quandt and
<br />Tammie Stelk.
<br />
<br />Present were Deputy Attorney Jerom Janulewicz, Carol Bryant, Grand Island
<br />Independent and Traci Overstreet, KRGI Radio.
<br />
<br />MINUTES OF AUGUST 6th MEETING: Motion by Leslie, seconded by Long to accept
<br />minutes of August 6th meeting as received.' Abernethy, Hartman, Landis,
<br />Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />COUNTY ATTORNEY: Deputy Attorney Jerom Janulewicz requested the agenda
<br />items for Employee Health Benefit plan and Dental Coverage be delayed
<br />until later today because he is waiting for some overnight mail from Mid
<br />America.
<br />
<br />PROPERTY TAX APPEAL: Janulewicz spoke in regard to the appeal from Eugene
<br />and Connie Baasch property tax appeal to TERC.
<br />Motion by Hartman, seconded by Abernethy to refer to County Attorney
<br />with authorization to respond. Abernethy, Hartman, Landis, Leslie, Long,
<br />Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />Deputy Attorney requested an Executive Session to discuss the appeal.
<br />Motion by Hartman, seconded by Landis to recess for Executive Session.
<br />Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, none
<br />voted no. Motion carried.
<br />
<br />EXECUTIVE SESSION at 9:10 a.m. to discuss Board of Equalization appeal.
<br />Returned to regular session at 9:18 a.m. on motion by Long, seconded by
<br />Abernethy. Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk
<br />voted yes, none voted no. Motion carried.
<br />
<br />placed Board of Equalization meeting on agenda for next week's meeting.
<br />
<br />RESOLUTION #96-0050: Motion by Hartman, seconded by Long to adopt Resolu-
<br />tion #96-0050 in regard to Payment and Performance Bonds for County Projects.
<br />Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, none
<br />voted no. Motion carried.

<br />A RESOLUTION ESTABLISHING POLICIES FOR PAYMENT AND
<br />PERFORMANCE BONDS FOR COUNTY PROJECTS
<br />
<br />WHEREAS, Neb. Rev. Stat. section 52-118 imposes upon counties and other
<br />governmental subdivisions the duty to require contractors to furnish payment bonds for any
<br />contract let for erecting, furnishing, or repairing any public building, bridge, highway or other
<br />public structure or improvement when the total project cost is more than fIVe thousand dollars;
<br />and
<br />
<br />WHEREAS, Neb. Rev. Stat. section 39-1407 imposes upon counties the duty to require
<br />performance and payment bonds for any contract let for road improvements; and
<br />
<br />WHEREAS, the County Board of Hall County desires to fulfill the above-mentioned
<br />obligations as well as establish a policy for the taking of performance bonds for any contract let
<br />for erecting, furnishing, or repairing any county building, structure, or improvement not
<br />described by 39-1407.
<br />
<br />NOW BE IT RESOLVED as follows:
<br />
<br />1. Whenever any contract is to be let for county road improvements, the successful bidder
<br />shall furnish the county with a sufficient bond for the payment of all laborers and mechanics for
<br />labor that is performed and for the payment of material and equipment rental which is actually
<br />used or rented in the performance of the contract.
