<br />~b~ ~30 <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, JULY 16, 1996 <br /> <br />.~ The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session <br />and by published call in the County Board Meeting Room, Administration Build- <br />ing, 121 S. pine, Grand Island. <br /> <br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk. <br /> <br />INVOCATION: Invocation was given by Rev Norman Kirschbaum, of the New Hope <br />Revival Center, Grand Island <br /> <br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given. <br /> <br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman, <br />Margaret Landis, Robert Leslie, Huey Long, Gary Quandt and <br />Tammie Stelk. None were absent. <br /> <br />County Attorney: Deputy Attorney Jerom Janulewicz and Deputy Attorney <br />Mark Young were present. <br /> <br />MINUTES OF THE JULY 9th MEETING: Motion by Quandt, seconded by Hartman <br />to accept minutes of July 9th meeting as received. Abernethy, Hartman, <br />Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion <br />carried. <br /> <br />NEPOTISM POLICY: Deputy Attorney Janulewicz reviewed the proposed nepotism <br />policy. Discussed change of wording in paragraph 4.0 <br />Motion by Landis, seconded by Hartman to approve policy as written. <br />Discussion, amended motion to change sentence 2 in 4.0 in the policy. <br />Hartman withdrew his second for amended motion. <br />Motion by Landis, seconded by Abernethy to approve policy amended <br />as recommended.to change sentence 2 in 4.0 Abernethy, Hartman, Landis, <br />Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion carried. <br /> <br />Discussion on County employees sick leave and vacation policy. Attorney <br />Janulewicz presented an amended vacation leave policy for employees hand- <br />book. Motion by Quandt, seconded by Long to approve the amended vacation <br />leave policy. Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk <br />voted yes, none voted no. Motion carried. <br /> <br />The Nepotism policy and the amended vacation policy will be sent to <br />the next elected and appointed officials meeting to be considered before <br />adoption by the CoU'nty Board. <br /> <br />Deputy Attorney Young spoke in regard to the letter received from Public <br />Defender piccolo in regard to letter sent to him last week requesting he <br />appear at board meeting before hiring another attorney in his office. <br />Public Defender piccolo did not appear at board meeting in person. <br />Motion by Quandt, seconded by Abernethy to adopt Resolution #96-0043 <br />setting the number of assistant Hall County Public Defenders at three. <br />Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, none <br />voted no. Motion carried. <br /> <br />RESOLUTIONiI9~ - t)t:J f 8 <br /> <br />WHEREAS, Neb. Rev. Stat. S23-3403(Reissue 1991) requires the <br /> <br />approval and consent of the County Board prior to the appointment <br />of assistant Public Defender by the Public Defender; and, <br />WHEREAS the number of assistant Public Defenders approved by <br />the Board was set at four assistants upon anticipation that the <br />Hall County Public Defender's Office would provide services to <br /> <br />Madison County pursuant to an interlocal agreement and that the <br />Hall County Public Defender's Office would provide representation <br /> <br />to persons involved in juvenile, paternity and child support <br /> <br />contempt actions when appointed by the Courts of Hall County, <br /> <br />Nebraska; and <br />
