<br />HALL COUNTY BOARD OF SUPERVISOR MEETING, JULY 9, 1996

<br />The Hall County Board of supervisors met at 9:00 a.m. from adjourned session
<br />and by published call in the County Board Meeting Room, Administration
<br />Building, 121 S. pine, Grand Island.
<br />
<br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk.
<br />
<br />INVOCATION:
<br />
<br />Invocation was given by Jocelyn Tupper, Trinity United Methodist
<br />Church, Grand Island.
<br />
<br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given.
<br />
<br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Huey Long, Gary Quandt and
<br />Tammie Stelk. None were absent.
<br />
<br />County Attorney: Deputy Attorney Jerom Janulewicz and Deputy Attorney Mark
<br />Young were present.
<br />
<br />MINUTES OF JULY 2nd MEETING: Motion by Quandt, seconded by Leslie to
<br />accept minutes as received. Abernethy, Hartman, Landis, Leslie, Long,
<br />Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />NEPOTISM POLICY: Motion by Landis, seconded by Abernethy to postpone the
<br />discussion on Nepotism Policy for one week. Abernethy, Hartman, Landis,
<br />Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />AGREEMENT FOR MID-NEBRASKA MENTAL RETARDATION SERVICES: Attorney Janulewicz
<br />spoke in regard to the agreement and reviewed the written letter he provided
<br />in regard to the Region 3 Mental Retardation Services. Discussion followed.
<br />Motion by Landis, seconded by Quandt to approve the agreement to
<br />terminate Interlocal Agreement for Region 3 and to approve the Specialized
<br />Services Agreement with Mid-Nebraska Mental Retardation Services Inc.
<br />Abernethy, Hartman, Landis, Leslie, Long and Quandt voted yes, none voted no,
<br />Stelk abstained. Motion carried.
<br />
<br />EXECUTIVE SESSION: Motion by Long, seconded by Abernethy to hold Executive
<br />Session to discuss litigation and negotiation strategy regarding the Hall
<br />County Public Defenders Organization vs Hall County. Abernethy, Hartman,
<br />Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion
<br />carried.
<br />EXECUTIVE SESSION AT 9:36 A.M. with Deputy Attorney Jerom Janulewicz and
<br />Deputy Attorney Mark Young, Board Assistant Ellen Merrill and County Clerk
<br />Marjorie Haubold present.
<br />RETURNED TO REGULAR SESSION: Motion by Hartman, seconded by Abernethy to
<br />return to regular session. Abernethy, Hartman, Landis, Leslie, Long, Quandt
<br />and Stelk voted yes, none voted no. Motion carried.
<br />Returned to regular session at 10:37 A.M.
<br />
<br />Motion by Quandt, seconded by Hartman to appoint Deputy Attorney Mark Young
<br />and Deputy Attorney Jerom Janulewicz to be on the bargaining team for negot-
<br />iations for the County in the Public Defender Organization negotiations and
<br />adopt the ground rules for conducting the negotiations. Abernethy, Hartman,
<br />Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion
<br />Carried.
<br />
<br />Motion by Quandt, seconded by Hartman to send letter to Public Defender
<br />piccolo asking that he not fill the vacant position until he appears before
<br />the County Board. Abernethy, Hartman, Landis, Leslie, Long, Quandt and
<br />Stelk voted yes, none voted no. Motion carried.

<br />Motion by Abernethy, seconded by Leslie to reappoint Meta Armstrong to the
<br />Stuhr Museum Board. Abernethy, Hartman, Landis, Leslie, Long, Quandt and
<br />Stelk voted yes, none voted no. Motion carried.

<br />Motion by Long, seconded by Abernethy to reappoint Kevin Prior to the Hall
<br />County Housing Authority Board. Abernethy, Hartman, Landis, Leslie, Long,
<br />Quandt and Stelk voted yes, none voted no. Motion carried.
