<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, MAY 21, 1996
<br />
<br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session
<br />and by published call, in the County Board Meeting Room, Administration
<br />Building, 121 South pine, Grand Island.
<br />
<br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk.
<br />
<br />INVOCATION: Invocation was given by Rev Terry Brown, Calvary Assembly of God
<br />Church.
<br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given.
<br />
<br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Gary Quandt and Tammie Stelk.
<br />Judy Rosenkotter was not present, had sent letter of resignation to County
<br />Clerk effective immediately.
<br />
<br />MINUTES OF MAY 14th MEETING: Motion by Abernethy, seconded by Leslie to
<br />accept minutes of May 14th meetings as received and vote of general consent
<br />for County Office report from Communications-Civil Defense and County Clerk
<br />and communications received today. Abernethy, Hartman, Landis, Leslie,
<br />Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />COUNTY ATTORNEY: Deputy County Attorney Jerom Janulewicz and Deputy Attorney
<br />Mark Young were presnt.
<br />
<br />EXECUTIVE SESSION: Motion by Leslie, seconded by Landis to hold Executive
<br />Session in regards to F.O.P. Negotiaions with County Sheriff. Abernethy,
<br />Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted no. Motion
<br />carried.
<br />
<br />EXECUTIVE SESSION at 9:05 A.M. with Sheriff Jim Fosket and Deputy Attorneys
<br />Mark Young and Jerom Janulewicz present. Returned to regular session at
<br />9:30 a.m. on motion by Leslie, seconded by Landis. Abernethy, Hartman,
<br />Landis, Leslie, Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />EXECUTIVE SESSION: Motion by Hartman, seconded by Leslie to hold Executive
<br />session in regard to Mid Nebraska Individual Services Contract changes.
<br />Tracy Overstreet, KRGI Radio objected to the Executive Session. Abernethy,
<br />Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted no. Motion
<br />carried.
<br />EXECUTIVE SESSION at 9:32 a.m. David Bass, Director of Mid Nebrska
<br />Individual Services and Deputy Attorney Jerom Janulewicz were present.
<br />Returned to regular session at 9:52 a.m. on motion by Leslie, seconded by
<br />Hartman. Abernethy, Hartman, Landis, Leslie, Quandt and Stelk voted yes,
<br />none voted no. Motion carried.
<br />
<br />Supervisor Quandt asked Deputy Attorney Janulewicz if whether was legal if
<br />someone can stop Board action. Discussion followed but no action was taken.
<br />
<br />COUNTY HIGHWAY DEPARTMENT QUARTERLY REPORT: Dan Hostler, Public Works
<br />Director spoke in regard to the highway department quarterly report for 3rd
<br />quarter of fiscal year 1995-1996 ending March 31, 1996, that each County
<br />Board member had received. He answered questions from board members.
<br />Motion by Abernethy, seconded by Landis to accept and place on file the
<br />County Highway Department quarterly report as received. Abernethy, Hartman,
<br />Landis, Leslie, Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />PUBLIC PARTICIPATION: Tim Kolar, 514 S. Shady Bend Road, Grand Island spoke
<br />briefly. He stated he was just observing as he was interested in the vacant
<br />position on County Board.
<br />
<br />Discussion on County Board annual budget letter to be sent to Departments
<br />along with budget forms for 1996-1997 requests. Requested Board Assistant
<br />to make some changes and return for action later today.
<br />
<br />Chair called a short break. Returned to session at 10:40 A.M.
<br />
<br />BOARD OF CORRECTION MEETING: Motion by Abernethy, seconded by Leslie to
<br />recess for Board of Correction meeting. Abernethy, Hartman, Landis, Leslie,
<br />Quandt and Stelk voted yes, none voted no. Motion Carried.
<br />BOARD OF CORRECTION MEETING AT 10:42 a.m. and returned to regular Board of
<br />Supervisors meeting at 11:30 a.m. on motion by Landis, seconded by Leslie.
<br />Abernethy, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted
<br />no. Motion carried.
