Commission will look at the community collaboration. Mr. Young stated that we do have some
strong programs in place but it will take time for the county attorney, juvenile diversion and
probation to put all of this together.
Mr. Young expressed concern where the juveniles will be housed and what will fall back on the
County Attorney and how it will affect them.
Mr. Quandt questioned when Mr. Schutz will start hiring people and he stated they are starting
now and hope to have them hired by July 15t". They are not sure about the dollars ar how Iong
it will take to get the grants.
Mr. Arnold noted that red Ruiz is on the crime commission and they have a grant review
meeting this Thursday but the full commission has to approve the grants before they can be
awarded. The crime commissian will also have to add staff.
Mr. Quandt questioned how this will benefit the kids.
Mr. Schutz stated that there will be more services available to the juveniles they will recive
intense assessment from the beginning and this may limit youth violence in the future. There
are a lot of changes that may be tough to deal with. The reason this is in existence is because
of a pilot program that was started by the probation office now this bill will eliminate the office of
juvenile services and probation will start with the juvenile from the beginning and the probatian
ofFice will assess the programs that are need for the juvenile. It will keep the process in one
system and provide the services at a local level.
Arnold noted that th old system was not working as good but expressed concern on what
responsibilities the county have where will it end and begin. We may not have all of the
information.
Mr. Quandt questioned if th dollars shifted from HHS to probation and Mr. Schutz stated that
about $42 million dollars were transferred, but the counties are asked to come up with the
space.
7. 10:00 A.M.
