BID OPENING FOR NEW ROOF FOR COURT HOUSE ANNEX—Quandt made a <br /> motion and Ziola seconded ta open the bids for the new roof for the Court House Annex. <br /> Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and none <br /> voted no. Motian carried. <br /> Mr. Humphrey stated that there was an addendum to the specifications and both of the bidders <br /> received the information. <br /> The following bids were received: <br /> BIDDER TOTAL BID <br /> Duff Roofing <br /> Grand Island $124,254.00 <br /> Weathercraft Company <br /> Grand Island $ 72,749.00 <br /> McFarland made a motion and Quandt seconded to refer the bids to the facility committee and <br /> they will came back with a recommendation. Arnold, Lancaster, McFarland, Purdy, Quandt, <br /> Schuppan and Ziola all voted yes and none voted no. Motion carried. <br /> 4 b) COUNTY ATTORNEY DISCUSSION OF L6561 RELATING TO ADMINISTRATION OF <br /> JUVENILE COURT CASES -- County Attorney Mark Young and Chief Probation Officer Clay <br /> Schutz were present they met with the juvenile committee and discussed this issue. Mr. Yaung <br /> stated that LB561 was passed and has a fast timeline for th� implementation. It is ta start in <br /> October and be completed by mid year 2014. And they are still not sure how it will impact the <br /> way counties do business or what dallars are going to be available to the counties. There is ta <br /> be $1.5 million dollars that are to be received by the Crime Cammission and then distribut�d on <br /> a census basis to the counties. They are not sure of the rules and in order to make this work <br /> they will have to be aggressive about getting grants and they may need help with that process. <br /> There may be an increase in detentian costs. The philosophy is to make short term stays and <br /> the only facility in the state is Boys Town. He stated that Douglas County has set aside <br /> $200,OOO.DO to cover the costs. It will have an impact on Hall County because the time frames <br /> are so short it will be a challenge to implement. <br /> Mr. Quandt questioned if juvenile will be sent to Geneva or Kearney and Mr. Young stated that <br /> will be the last resort. <br /> Ms. Lancaster stated that she talked to Senator Gloor about the space needs and they are not <br /> sure if the funding will include reimbursement for space. It is the intent to use the same <br /> formulas that have been in place. Mr. Young expressed concern on the grant process they <br /> have applied in the past but Hall County has not received any grant dollars. Lancaster str�ssed <br /> that it will be important to identify all af the counties space needs, services and the costs. <br /> Mr. Schutz stated that he talked ta the crime commission and there is $1.5 million dollars <br /> designated for this and they hope they will have the funding to the counties in July 2013. The <br /> Hall County percentage is 3.364% or $48,156.00 if it is the same formula the money should stay <br /> the same and be available quickly. He alsa noted that Hall County is in a good position <br /> because they have a Hall County Collabarative group this group comes to the table to identify <br /> what services are needed and they look at who can provide those services.
