<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, APRIL 2, 1996
<br />
<br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned
<br />session and by published call in the County Board Meeting Room, Adminis-
<br />tration Building, 121 South Pine, Grand Island, Nebraska.
<br />
<br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk.
<br />
<br />INVOCATION: The invocation was given by Rev. H.B. Schutte, Grace Luthera.n
<br />Church, Grand Island.
<br />
<br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given.
<br />
<br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Gary Quandt, Judy Rosenkotter and
<br />Tammie Stelk. None were absent.
<br />
<br />MINUTES OF MARCH 26th MEETING: Motion by Rosenkotter, seconded by Aber-
<br />nethy to accept the corrected minutes, the office reports and communica-
<br />tions received in packets. Abernethy, Hartman, Landis, Leslie, Quandt,
<br />Rosenkotter and Stelk voted yes, none voted no. Motion carried.
<br />
<br />Harriet Hoglund, presented blue ribbons to be worn during month of April
<br />to support Child Abuse Prevention Month.
<br />
<br />COUNTY ATTORNEY: Deputy Attorney Jerom Janulewicz was present.
<br />Janulewicz presented proposed License Agreement between Hall County, City
<br />of Grand Island and US Army Corps of Engineers. He explained the agree-
<br />ment and answered questions in regard to the plan for construction of
<br />facilities for reduction or elimination of contaminants RDX and other
<br />compounds from the groundwater.
<br />Motion by Landis, seconded by Rosenkotter to approve the License
<br />Agreement with Corps of Engineers as presented and authorize Chair to
<br />sign. Abernethy, Landis, Leslie, Quandt, Rosenkotter and Stelk voted
<br />yes, Hartman voted no. Motion carried.
<br />
<br />INTERLOCAL AGREEMENT WITH CITY OF GRAND ISLAND: Janulewicz presented
<br />inter local agreement with City of Grand Island and Grand Island Area
<br />Solid Waste Agency to adopt service fee schedule in which a surcharge
<br />fee will be added to regular service for any truck exceeding weight
<br />permitted by Neb Rev Stat Sec 60-6,294. Surcharge collected to be paid
<br />to County to utilize the repairs and maintenance of Husker Highway.
<br />Motion by Rosenkotter, seconded by Quandt to approve the inter local agree-
<br />ment for Husker Highway and authorize chair to sign agreement. Abernethy,
<br />Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk voted yes, none
<br />voted no. Motion carried.

<br />CONDITIONAL USE PERMIT FOR MID NERBASKA SPEEDWAY INC. Resolution #96-0019
<br />permitting. Conditional Use Per~itwas present~d. Motion by Quandt, seconded
<br />by Landis to grant the Conditional Use Permit and adopt Resolution #96-0019
<br />Abernethy, Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk voted yes,
<br />none voted no. Motion carried.

<br />A RESOLUTION PERMI1TING A CONDmONAL USE OF PART OF THE NORTHWEST
<br />QUARTER OF THE SOUTHWEST QUARTER (NW ~ SW Y4 ) OF SECTION TIITRTY-FOUR,
<br />TOWNSHIP TEN WEST, RANGE NINE NORTH OF THE 6TH PRIME MERIDIAN, HALL
<br />COUNlY, NEBRASKA
<br />
<br />WHEREAS, MID-NEBR Speedway, Inc., hereinafter referred to as "applicant," has heretofore filed
<br />a written application fora conditional use as hereinafter descnoed; and
<br />
<br />WHEREAS, a hearing was held with reference to such requested conditional use upon due and
<br />proper notice and in. accordance with law; and
<br />
<br />WHEREAS, under the provisions of the Hall County Zoning Resolution, the Hall County Board of
<br />Supervisors is empowered to make findings with respect to conditional use and to grant the same.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:

<br />~ 1. The Hall County Board of Supervisors, after considering the factors set forth in. subsection d of
<br />section 11 of the Hall County Zoning Resolution, the application, and the comments and testimony
<br />presented at the public hearing, finds as follows:
