<br />96F - /~3 <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, MARCH 26, 1996 <br /> <br />The Hall County Board of Supervisors met March 26, 1996 at 9:00 a.m. <br />from adjourned session and by published call in the County Board Meeting <br />Room, Administration Building, 121 South Pine, Grand Island, Nebraska. <br /> <br />CALL TO ORDER: <br /> <br />The meeting was called to order by Chair Tammie Stelk. <br /> <br />INVOCATION: The invocation was given by Rev J. L. Jones, Immanuel Baptist <br />Church, Grand Island. <br /> <br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given. <br /> <br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman, <br />Margaret Landis, Robert Leslie, Gary Quandt, Judy Rosenkotter and Tammie <br />Stelk. None were absent. <br /> <br />MINUTES OF MARCH 19th MEETING AND MARCH 20th STUDY SESSION: Motion by <br />Rosenkotter, seconded by Abernethy to accept minutes of both meeting as <br />received and also the communications received in packets. Abernethy, <br />Hartman, Landis, Leslie, Quandt, Rosenkotter and Stelk voted yes, none <br />voted no. Motion carried. <br /> <br />CORRECTION DIRECTOR REQUEST: Joel Dalton, Corrections Director spoke in <br />regard to proposed moving of his office. He stated they suggest moving <br />the office to the penthousein the Safety Center, which is on the top floor <br />of the jail facility. Motion by Hartman, seconded by Rosenkotter to <br />have Dalton wait until next Board of Corrections meeting or sooner for <br />approval on the move. Abernethy, Hartman, Landis, Leslie, Qucndt, <br />Rosenkotter and Stelk voted yes, none voted no. Motion carried. <br /> <br />COUNTY ATTORNEY: Deputy Attorney Jerom Janulewicz was present. <br />Attorney Janulewicz spoke in regard to the disposal of paunch manure from <br />Monfort. He had met with City Attorney and Monfort representatives and <br />representatives from Health Department, who are present at today's meeting <br />to discuss and answer questions with Board Members. <br />George Zahn, General Manager of Monfort Plant in Grand Island spoke. <br />He explained the recent land applications and answered questions from <br />board members. They now contract with Waste Management Design. <br />Chuck Cunliffe, Compliance Manger of Waste Management Design presented <br />handouts to each board member in regard to operations information, including <br />computer printouts of land applications. <br />Rick Fullner, Area Manager in Nebraska for Waste Management Design <br />spoke and answered questions from board members. <br />Supervisor Landis suggested appointing a committee to look into the <br />request and work out a solution. Supervisor Hartman agrees on a cow~ittee <br />and need to set Public Hearing for public input. <br />Supervisor Chair Stelk appointed Committee of Landis, Chair, Hartman, <br />Rosenkotter and Leslie to include Ray Rabe, Health Department Director and <br />to meet with Monfort representatives. <br />Chair Stelk thanked those for coming to meeting today. <br /> <br />Supervisor Hartman left the meeting room. <br /> <br />Deputy Attorney Janulewicz spoke in regard to the park dedication for <br />replacement of land as referred to him last week to visit with Central <br />Platte Natural Resource District representative for additional information. <br />Milt Moravek, CPNRD was present and spoke in regard to the park, will <br />not be improved area, just a crane viewing. He stated a wooden deck and <br />parking area will be provided. He reviewed the past discussions in regard <br />to the area located near Alda Bridge on Platte river with estimated costs <br />of $69,000. ICTEA to provide 70% of costs, NRD will provide additional. <br />Hall County has purchased land, so no additional cost required, but Hall <br />County to provide maintenance when required. <br />Motion by Rosenkotter, seconded by Leslie to adopt Resolution #96-0018 <br />as presented. Discussion followed. Supervisor Hartman returned to <br />meeting during this discussion. Motion by Landis, seconded by Rosenkotter <br />called for question. Abernethy, Landis, Leslie, Rosenkotter and Stelk voted <br />yes, Hartman and Quandt voted no. Motion carried on 5 yes, 2 no vote. <br />Vote on Original motion carried on 5 yes, 2 no vote, Abernethy, Landis, <br />Leslie, Rosenkotter and Stelk voted yes, Hartman and Quandt voted no. <br />Motion carried. <br />Attorney Janulewicz requested the Board of Equalization, Executive <br />Session in regard to court cases be delayed another week. He has not had <br />chance to visit with County Assessor about the cases. <br />
