Present from the City Council <br />were Steve Johnson, Todd Kehrn, Bob Sorensen, Marilyn Lueth, <br />Richard Preisendorf, Glen Murray, and Don Mehring. Absent from <br />the City Council were Larry Seifert, George Solt, and David <br />Hosier. <br /> <br />OPENING REMARKS--MAYOR KEN GNADT, BOARD CHAIR TAMMIE STELK: <br />Stelk spoke about the need for cooperation between the City and <br />County on the inter local agreement which is why the informational <br />meeting was planned. Gnadt spoke about cooperative efforts with <br />Hall County including the Long-Range Planning Committee and <br />thanked those present for attending. <br /> <br />PRESENTATIONS ON THE SOUTH LOCUST STREET INTERCHANGE PROJECT: <br />A. GRAND ISLAND PUBLIC WORKS DIRECTOR WAYNE BENNETT--HISTORICAL <br />PERSPECTIVE: Mr. Bennett displayed a chart showing the <br />history of this project. This project was originally discussed <br />in the 1970's. Mr. Bennett said it's projected that in 2007 <br />there will be four lanes to the South Locust Street interchange. <br />He said the current efforts began in 1987 when Daniel Hostler, <br />Hall County Public Works Director, received a verbal commitment <br />from the Nebraska Department of Roads. The first written <br />commitment was signed by the City March 24, 1992, and the County <br />signed April 6, 1992. It was then approved by the Nebraska <br />Department of Roads and the Federal Highway Commission. The <br />Environmental Impact Study was started in July 1992 and once this <br />study is completed the new inter local agreement can be signed and <br />the project can proceed. <br /> <br />B. CHAMBER OF COMMERCE REPRESENTATIVE DENZEL BUSICK--BENEFITS <br />OF PROJECT, DETAILS OF INTERLOCAL AGREEMENT: Mr. Busick <br />stated that transportation that brings people bring in progress. <br />The new proposed inter local agreement will address the concerns <br />of the Nebraska Game and Parks Commission and the Platte River <br />Whooping Crane Habitat Maintenance Trust. There will be no <br />commercial development in the immediate area but it will be <br />planned development. This project will bring both state and <br />federal tax dollars allocated for highway projects to Grand <br />Island <br /> <br />1 <br />
