<br />9~F-~/1 <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING JANUARY 23, 1996 <br /> <br />~ <br /> <br />The Hall County Board of Supervisors met January 23, 1996, at 9:00 A.M. <br />from adjourned session and by published call in the County Board Meeting <br />Room, Administration Building, 121 South Pine, Grand Island. <br /> <br />The meeting was called to order by Chairman Tammie Stelk. <br /> <br />Invocation was given by Rev. Steven Warringer, Abundant Life Christian <br />Center. <br /> <br />The Pledge of Allegiance was given. <br /> <br />Present on roll call were Irene Abernethy, Richard Hartman, Robert <br />Leslie, Gary Quandt and Tammie Stelk. Margaret Landis arrived. <br />Judy Rosenkotter was absent. <br />The minutes of the January 16 meeting were corrected and Abernet~y <br />made a motion and Leslie seconded to accept the minutes and place <br />on file. Abernethy, Hartman, Landis, Leslie, Quandt and Stelk all <br />voted yes and none voted no. Motion carried. <br /> <br />Deputy County Attorney Jerry Janulewicz stated that the agreement with <br />Turell, Garroute and Pullen for the juvenile and paternity cases will <br />need to be changed. Mr. Pullen is no longer there. The change will <br />be made on the agreement and Janulewicz will return it to the board <br />for signatures. <br /> <br />Jerry Janulewicz stated that the brief for Hall County appealing the <br />decision of the State Board of Equalization was filed. The State <br />Board of Equalization set the perimeters in May requiring that all <br />counties comply and set their valuations between 92% and 98%. If a <br />county did not comply they would be called to appear before the State <br />Board of Equalization. In July the State Board of Equalization <br />changed the permiters and lowered some counties in Northeast Nebraska <br />Hall County requested to be lowered but their request was denied. <br />The arguments will be set when the State submits their briefs. The <br />Court of Appeals consists ofa panel of three judges. <br /> <br />Jerry presented a letter to the board members addressing the questions <br />on townships. He stated this is not legal advice to the townships <br />but only information. The potential of a township being sued is not <br />great,'but in his opinion, a township may want to check on liability <br />insurance. State statute specifies that the County Board appoints <br />township officials if there are not any elected officials. The <br />letter with this information will be sent to all township officials. <br /> <br />The Board requested an opinion from Janulewicz on the letter from the <br />Office of the Auditor of Public Accounts concern the use of funds to <br />promote a ballot issue. These funds are to be used for economic <br />development salaries or other economic matters. The funds cannot be <br />used in support of or in opposition to a ballot question. <br /> <br />The December 1995 and 1996 Keno year to date report was given to the <br />board members. <br /> <br />The two agreements for the office space for Heartland CASA <br />Family Violence Coalition were presented. The board has the right <br />to terminate this agreement with 30 days notice. Quandt opposed <br />giving away Hall County office space. Landis mentioned the request <br />from the Election Cbmmissioner for additional space. Abernethy made <br />a motion and Leslie seconded to adopt the two license agreements <br />with Heartland CAS A and Family Violence Coalition. Letters are to <br />be sent to the judges requesting their opinions on the CASA program. <br />Landis requested that the ~etters be sent to all the judges. Abernethy <br />withdrew her motion and Leslie withdrew his second until the board <br />receives the letters from the judges. Discussion was held on the <br />vault in the Family Violence Coalition office that belonged to the <br />County Superintendent. Larry Harnisch has some records stored in <br />the vault. Stelk stated she would contact Larry Harnisch to discuss <br />this. It will be placed on the agenda for January 30. <br />
