<br />tJ1~ ~$5' <br /> <br />COUNTY ATTORNEY - DISCUSS PROPOSED AGREEMENT WITH CWA AND TAKE <br />ACTION: Deputy County Attorney Jerry Janulewicz presented copies <br />of the proposed agreement to the board members. The CWA signed <br />the agreement and Janulewicz recommended that the Board consider <br />this agreement, if the board does not approve it they could <br />renegotiate the contract or declare an impasse. The new contract <br />would include a merit increase and a 1 1/2% increase retroactive <br />to July I, 1997, allow comp time for snow days when the County <br />buildings are closed and some changes of the merit steps. <br />Hartman made a motion and Stelk seconded to approve the CWA <br />contract. Abernethy, Hartman, Lancaster, Landis, Long, Quandt <br />and Stelk all voted yes and none voted no. Motion carried. <br /> <br />DISCUSS AND APPROVE OFFER TO CONFESS JUDGEMENT GRAND ISLAND MALL <br />VS. HALL COUNTY BOARD OF EQUALIZATION: Janulewicz stated that the <br />attorney for the Grand Island Mall has agreed to settle by <br />reducing the value by $25,000.00. Landis made a motion and <br />Lancaster seconded to authorize the Chairman to sign the Warrant <br />of Attorney to Confess Judgement. Abernethy, Hartman, Lancaster, <br />Landis, Long, Quandt and Stelk all voted yes and none voted no. <br />Motion carried. <br /> <br />APPROVE CHANGE ORDER ON COMMUNICATIONS TOWER BUILDING: Janulewicz <br />was contacted by Howard Maxon, Director Emergency Management, on <br />a change order submitted by the electrician in the amount of <br />$926.00. Quandt made a motion and Lancaster seconded to refer <br />this to the tower committee to discuss this with the architect. <br />Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all <br />voted yes and none voted no. Motion carried. <br /> <br />TORT CLAIM FOR EARL MITCHELL: Janulewicz recommended this claim <br />be tabled until the insurance company contacts us. Landis made a <br />motion and Lancaster seconded to table the tort claim from Earl <br />Mitchell. Abernethy, Hartman, Lancaster, Landis, Long, Quandt <br />and Stelk all voted yes and none voted no. Motion carried. <br /> <br />EXECUTIVE SESSION REGARDING FOP NEGOTIATIONS: This executive <br />session will be postponed until the December 9 meeting. <br /> <br />PUBLIC PARTICIPATION: Gale Larsen, Chair of the fact finding <br />committee provided a complete copy of the report to the City on <br />Monday at their meeting and wanted to provide the same <br />information to the County today. He expressed his thanks to the <br />chairs of the committees, city council members and county board <br />members, the co-chairman and all of the other people who <br />contributed to this project. The report provided conclusions from <br />the various committees, the questions that were asked at the <br />public meetings and also included the various research articles <br />that are available. Copies of the report are available at the <br />City, County and the public library. Mr. Larsen highlighted some <br />of the information provided in the report.
