3. PUBLIC PARTICIPATI�N - Chairman Lancaster called for public participation and no one <br /> responded. <br /> 4. COUNTY ATTORNEY—A) CONSIDERATION AND POSSIBLE ACTION TO AUTHORIZE <br /> JACK ZITTERKOPF CHIEF DEPUTY HALL COUNTY ATTORNEY ON BEHALF OF THE <br /> COUNTY OF HALL, NEBRASKA TO SIGN LETTER AUTHORIZING THE HORNADY FAMILY <br /> LIMITED PARTNERSHIP TO PAY OFF ITS INDUSTRIAL DEVELOPM�NT REVENUE BOND <br /> SERIES 2007 REGISTER NO. R-1, ISSUED BY THE COUNTY OF HALL, NEBRASKA- <br /> Deputy County Attorney Jack Zitterkopf received a letter from Mr. Marshall with Five Point's <br /> Bank regarding the payofF for the industrial development bonds for Hornady; this would <br /> authorize Mr. Zitterkopf to sign the letter. <br /> Quandt made a motian and Purdy seconded to authorize Jack Zitterkapf to sign the letter. <br /> Arnold, Lancaster, McFarland, Purdy, Quandt Schuppan and Ziola all voted yes and none voted <br /> no. Motion carried. <br /> B) CONSIDERATION OF ELLIS EASEM�NT SETTLEMENT AGREEMENT, APPROVAL <br /> THEREOF AND AUTHORIZATION OF THE CHAIRMAN TO EXECUT� SAID AGREEMENT <br /> ON BEHALF OF HALL COUNTY— Deputy County Attorney Jack Zitterkopf stated that this is <br /> the agreement for the easements on the Ellis property. It has been prepared in triplicate for the <br /> board to approve and autharize the Chair to sign. It is necessary to follow the steps to complete <br /> this process. <br /> Mr. Quandt questioned if the dollars that were set aside will come back to the County. Mr. <br /> Zitterkopf stated that they will have to dismiss the district court appeal and the court will issue a <br /> mandate. Then a quick claim deed will need to be prepared. The installation of the gate was <br /> also part of the agreement. It will take about another month to finish this process. <br /> Schuppan made a motion and McFarland seconded to execute the agreement on behalf of Hall <br /> County. Arnold, Lancaster, McFarland, Purdy, Quandt Schuppan and Ziola all voted yes and <br /> none voted no. Motion carried. <br /> 11. AUDIT COMMITTEE R�COMMENDATIONS — <br /> a) DISCUSS AND APPROVE MODIFICATION TO MEAL REIMBURSEMENT RATES AND <br /> UPDATE THE EMPLOYEE HANDBOOK TO REFLECT THE CHANGES— Lancaster stated <br /> that the audit committee met regarding the meal reimbursement rate and recommend setting a <br /> full day at $30.�Q and half a day at $15.00 if they leave by 1:00 p.m. these dollars cannot be <br /> carried forward. This will set the rate and everyone will know what it is and the information will <br /> be added to the handbook. They will also have to have the itemized receipts if there isn't a <br /> receipt it will not be paid. <br /> Mr. Ziola questioned if the $30.00 rate reflected some other program. The state is set at $40.00 <br /> ta $45.00. Lancaster stated they looked at other informatian but there was not a lot available. <br /> This is some support but won't pay the whole bill. <br /> Mr. Arnold stated that at today's costs they may have to come back and address the dollar <br /> amaunt again. The federal government sets the per diem rates according to the community that <br /> you are in. Lancaster stated that we need to have some guide lines. <br /> Mr. Zitterkopf stated that in his opinion this is a step in the right direction we do not have to <br /> address everything all at once. Any limit is better than what we have. <br /> 4 <br />
