<br />9./;- 93./ <br /> <br />Clerk's Office he or she would know what the Committee will be <br />taking up at the Board meeting regarding that Committee report. <br />The other way is that the Committee may need to list each item on <br />the agenda that they will be discussing in that Committee report. <br />As a public meeting the Board needs to remember that according to <br />the law, the public has the right to know what is going to be <br />discussed and the right to attend the meeting, and a public <br />record of action that the public body took needs to be placed on <br />file. <br /> <br />Quandt also asked Janulewicz for an opinion of putting the prison <br />issue on a ballot for a public vote. Mr. Janulewicz replied with <br />state statues concerning this matter. <br /> <br />Tracey Overstreet from the media objected to a closed executive <br />session. Mr. Janulewicz responded that the Board would be <br />discussing negotiations concerning renewal of a contract with <br />Fonner Keno. <br /> <br />HEARTLAND VISION GOVERNMENT COMMITTEE: Lee Elliott, Martha Storz <br />and Kay Collins invited the Board to a joint meeting between <br />different governmental agencies and the public. It will be held <br />on October 21, 1997, from 7 to 9 p.m., in the lower level of the <br />Grand Island City Hall Chambers. They also informed the Board of <br />a translating service that may be of use to various county <br />offices and reinforced their Heartland Vision Government <br />Committee goals. <br /> <br />Motion for an executive session was made by Lancaster and <br />seconded by Landis. <br /> <br />Carol Bryant of The Grand Island Independent questioned why the <br />Board needed to enter an executive session. Deputy Attorney <br />Janulewicz clarified why the Board was going into the session in <br />reference to ~84-1410 allowing an executive session. The renewal <br />of this contract does fall under that state statue. <br /> <br />Votes were cast regarding the motion to enter an executive <br />session. Abernethy, Hartman, Lancaster, Landis, Long, Quandt, and <br />Stelk all voted yes. Motion carried. <br /> <br />9:50 a.m. Executive session. <br /> <br />10:10 a.m. Return to session <br /> <br />Motion to return to a regular session was made by Quandt and <br />seconded by Abernethy. Abernethy, Hartman, Lancaster, Landis, <br />Long, Quandt, and Stelk all voted yes. Motion carried. <br /> <br />Abernethy made a motion seconded by Lancaster to continue the <br />negotiations with Fonner Park Keno. Abernethy, Lancaster, Landis, <br />Long, Quandt, and Stelk all voted yes. Hartman was absent. <br />Motion carried. <br />
