<br />9?F3~ <br /> <br />. . <br /> <br />Quandt was not satlstled with the way the budget was handled and <br />felt the public and news media were not able to attend. He felt <br />the committees with 4 members on were making recommendations and <br />the other three board members were left out. Stelk felt it was a <br />good idea. The board members would need to be prepared at the <br />meetings and the meetings would have to keep moving. <br /> <br />12:10 p.m. Recessed for lunch <br /> <br />1:35 p.m. Returned to session. Chairman Long was absen4 Irene <br />Abernethy, Vice Chair, called the meeting to order. <br /> <br />Stelk made a motion and Landis seconded to start on October 7 to <br />meet every first and third Tuesday of the month until January 1 <br />and to include the news media in the committee meetings. <br />Tracy Overstreet, with KRGI, requested to speak. She felt the <br />discussion of items would be done in committee meetings and not <br />by the full board in open session and the public would not be as <br />aware of the issues. Stelk made a motion and Landis seconded to <br />call for the question. Abernethy, Hartman, Lancaster, Landis, <br />Quandt and Stelk all voted yes and none voted no, with Long <br />absent. Voted on motion to hold meetings the first and third <br />Tuesday of month. Abernethy, Hartman, Lancaster, Landis and Stelk <br />all voted yes and Quandt voted no and Long abstained. Motion <br />carried. <br />Chairman Long returned and called a la-minute break, returned to <br />session. Jerry Janulewicz stated he suggested this scheduling <br />because several board members expressed their concerns to him. <br />Committee meetings are not under the public meeting law unless a <br />quorum attends or they are holding public hearings, taking action <br />or making decisions, but they can meet to discuss and make <br />recommendations. He reminded the board that study sessions are <br />still public meetings but there can be no action or decisions. <br />The County Board has the authority to decide when they will meet. <br />Lancaster stated that this scheduling would be more efficient. <br />Hartman stated this scheduling would also help for vacations. <br />Stelk made a motion and Landis seconded to amend her motion. No <br />vote. Stelk made a motion and Abernethy seconded to rescind her <br />original motion. Abernethy, Hartman, Lancaster, Landis, Long and <br />Quandt all voted yes and none voted no. Motion carried. Stelk <br />made a motion and Abernethy seconded to hold board meetings the <br />second and fourth Tuesday of each month and move the Board of <br />Corrections meetings to the fourth Tuesday of the month and <br />invite the news media to attend the committee meetings. <br />Abernethy, Hartman, Lancaster, Landis, Long and Stelk all voted <br />yes and Quandt voted no. Motion carried. <br /> <br />Senator Chris Peterson, 1812 West Louise, returned to the board <br />with information on LB 278 that was discussed in the Board of <br />Corrections meeting. This was sponsored by the county attorneys <br />and deals with DNA testing. <br /> <br />DON SHUDA ADA COORDINATOR-ESTABLISH COMMITTEE: Don Shuda, ADA <br />coordinato~ requested to set up a committee. Rick Stepanek, with <br />building and grounds will be on the committee along with Gary <br />Quandt and Tammie Stelk. Margaret Landis will be the alternate on <br />this committee. Shuda also requested to renew the subscription <br />for the ADA updates. The renewals are sent to Ellen Totzke and <br />they have renewed the subscription in the past. <br /> <br />DISCUSSION ON BUILDING PERMIT FOR DON HALL AND ED STOLTENBERG: <br />Hartman stated that the conditional use committee met concerning <br />these two subjects and the board doesn't need to do anything yet. <br />Hartman made a motion and Lancaster seconded to set a public <br />hearing for September 30,1997, at 10:30 a.m. for a conditional <br />use Dermit. Abernethy, Hartman, Lancaster, Landis, Long, Quandt <br />and Stelk all voted yes and none voted no. Motion carried. <br /> <br />Stelk made a motion and Lancaster seconded to accept the office <br />report from the Clerk of the District Court and the statistical <br />report from the Health Department and place on file and place on <br />file communications. Abernethy, Hartman, Lancaster, Landis, <br />Long, Quandt and Stelk all voted yes and none voted no. Motion <br />carried. <br />
