He felt the committees with 4 members on were making recommendations and the other three board members were left out. Stelk felt it was a good idea. The board members would need to be prepared at the meetings and the meetings would have to keep moving. 12:10 p.m. Recessed for lunch 1:35 p.m. Returned to session. Chairman Long was absen4 Irene Abernethy, Vice Chair, called the meeting to order. Stelk made a motion and Landis seconded to start on October 7 to meet every first and third Tuesday of the month until January 1 and to include the news media in the committee meetings. Tracy Overstreet, with KRGI, requested to speak. She felt the discussion of items would be done in committee meetings and not by the full board in open session and the public would not be as aware of the issues. Stelk made a motion and Landis seconded to call for the question. Abernethy, Hartman, Lancaster, Landis, Quandt and Stelk all voted yes and none voted no, with Long absent. Voted on motion to hold meetings the first and third Tuesday of month. Abernethy, Hartman, Lancaster, Landis and Stelk all voted yes and Quandt voted no and Long abstained. Motion carried. Chairman Long returned and called a la-minute break, returned to session. Jerry Janulewicz stated he suggested this scheduling because several board members expressed their concerns to him. Committee meetings are not under the public meeting law unless a quorum attends or they are holding public hearings, taking action or making decisions, but they can meet to discuss and make recommendations. He reminded the board that study sessions are still public meetings but there can be no action or decisions. The County Board has the authority to decide when they will meet. Lancaster stated that this scheduling would be more efficient. Hartman stated this scheduling would also help for vacations. Stelk made a motion and Landis seconded to amend her motion. No vote. Stelk made a motion and Abernethy seconded to rescind her original motion. Abernethy, Hartman, Lancaster, Landis, Long and Quandt all voted yes and none voted no. Motion carried. Stelk made a motion and Abernethy seconded to hold board meetings the second and fourth Tuesday of each month and move the Board of Corrections meetings to the fourth Tuesday of the month and invite the news media to attend the committee meetings. Abernethy, Hartman, Lancaster, Landis, Long and Stelk all voted yes and Quandt voted no. Motion carried. Senator Chris Peterson, 1812 West Louise, returned to the board with information on LB 278 that was discussed in the Board of Corrections meeting. This was sponsored by the county attorneys and deals with DNA testing. DON SHUDA ADA COORDINATOR-ESTABLISH COMMITTEE: Don Shuda, ADA coordinato~ requested to set up a committee. Rick Stepanek, with building and grounds will be on the committee along with Gary Quandt and Tammie Stelk. Margaret Landis will be the alternate on this committee. Shuda also requested to renew the subscription for the ADA updates. The renewals are sent to Ellen Totzke and they have renewed the subscription in the past. DISCUSSION ON BUILDING PERMIT FOR DON HALL AND ED STOLTENBERG: Hartman stated that the conditional use committee met concerning these two subjects and the board doesn't need to do anything yet. Hartman made a motion and Lancaster seconded to set a public hearing for September 30,1997, at 10:30 a.m. for a conditional use Dermit. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. Stelk made a motion and Lancaster seconded to accept the office report from the Clerk of the District Court and the statistical report from the Health Department and place on file and place on file communications. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried.
