?1;C ~hg and it was referred to Dave Barber, Regional Planning Director. Pat Rerucha, 503 O'Neill Circle, requested to speak to the board concerning the recycling project. She stated that the recycling is a good project. Ray Quandt, 8937 North Quandt Road, stated that if it is a good project there would be nothing to hide, but he is concerned what would happen if there was a flood. Tim O'Neill stated that the Army Corp of Engineers requested that the shingles be moved to higher ground and that was done. Trailers were placed around the shingles to keep them from blowing away. Joe O'Neill stated that this recycling process may seem unconventional but it is used coast to coast and there is a need to find an alternate use for the debris. When they purchased the machine there were only 5 companies that manufactured them but now there are 20 companies. This matter will be reviewed by the conditional use committee, Dave Barber, Bruce Dart and Jerry Janulewicz. 9:40 a.m. Break 9:50 a.m. Returned to session. APPROVE RESOLUTION TO WITHDRAW COLLATERAL WITH FIVE POINTS BANK: Lancaster made a motion and Stelk seconded to approve resolution #97-0056. Abernethy, Lancaster, Landis, Long and Stelk all voted yes. Quandt abstained and Hartman was absent for the vote. Motion carried. BOARD MEMBER REPORTS: Lancaster - She attended the audit committee meeting last Tuesday to prepare for the Thursday and Friday informal meetings with the elected and appointed officials. She attended the anniversary events at Stuhr Museum and Governor Nelson and Senator Hagel were present. She attended the joint City-County meeting on the Health Department budget and there will be a long-range planning meeting today at noon. Abernethy - She conducted a tour of the Courthouse for a group of children and they visited one of the court rooms while they were in session. She attended the informal budget meetings and the celebration at Stuhr Museum. She read the list of individuals who serve on the prison advisory committee and also attended the joint meeting with the City on the Heath Department budget. Landis - She attended the tower committee meeting, the joint meeting with the City on the Health Department and the informal meetings with the elected and appointed officials on the budgets and the audit committee meeting on last Tuesday. Hartman - He returned to meeting at 10:00 a.m. He attended the informal budget meetings on Thursday. Stelk - She attended the celebration at Stuhr Museum and the tower committee meeting. The specs were reviewed by committee and they hope to open bids by September 2, 1997 at 10:00 a.m. They are hoping to move the old building that is on the property.
