Landis reported that the tower committee
had met at 8:30 and the specs will be sent to Jerry for his
review.

PUBLIC PARTICIPATION: Chairman Long called for public
participation and'no one responded.

CAROL QUANDT ILLEGAL DUMPING: Carol Quandt, 8937 North Quandt
Road, submitted a letter to the board memebers in their packets
concerning a problem in Lake township. Old shingles are being
dumped and she is concerned that in the event of a flood there
would be a serious problem. She also questioned why there was
not an ordinance covering this problem. She is requesting that
this problem be investigated and reported on. Stelk suggested
that the conditional use committee along with Dave Barber with
Regional Planning and Deputy County Attorney Jerry Janulewicz
meet with the land-owners and see what can be worked out and come
back to the County Board with a recommendation. It was
suggested that Health Director Bruce Dart also be included.
Janulewicz stated that by law Max Boersen, Building Inspector,
can attempt to inspect the property and if he is denied he can
issue an inspection order. Landis stated that she is the chair of
the conditional use committee and will call a meeting this week.
She stated that changes have occurred since a year ago and they
will work on this issue and contact Ray and Carol Quant and the
other neighbors. Tim O'Neill, the property owner, requested to
speak to the board. He stated he respected Stelk's idea and
invited them to inspect the area. He stated that they are
recycling the shingles and there is a high demand for this
recycled material. He presented pictures to the board members
concerning another piece of property where debris from a
demolished home was dumped. This is in the 2-mile jurisdiction
