<br />Long, He attended the audit committee meeting and the 125
<br />. anniversary celebration for Grand Island.

<br />-Daniel Hostler, Public Works Director, returned with the low
<br />bidder on the annual culvert bid. Ace Irrigation was the low
<br />bidder on project C40(181) with the amount of $2,846.00 and Metal
<br />Culverts was the low bidder on projects C40(75)4, Luehr Floodway,
<br />C40(286) and Mile 19S with a total bid of $9,995.35. Hartman
<br />made a motion and Lancaster seconded to accept the low bids from
<br />Ace Irrigation and Metal Culverts. Abernethy, Hartman,
<br />Lancaster, Landis, Long, Quandt and Stelk all voted yes and none
<br />voted no. Motion carried.
<br />
<br />The low bidder on the box culvert was L. J. Webb Contractor with
<br />all projects tied and a total bid of $132,459.50. Hartman made a
<br />motion and Stelk seconded to accept the low bid from L. J.Webb
<br />Contractor. Hartman amended his motion to authorize the Chair to
<br />sign the contract with L. J. Webb Contractor and Stelk amended
<br />her second. Abernethy, Hartman, Lancaster, Landis, Long, Quandt
<br />and STELK all voted yes and none voted no to amend the motion.
<br />Motion carried. The board voted on the amended motion to accept
<br />the bid from L. J. Webb Contractor and. authorize the Chair to
<br />sign the contract. Abernethy, Hartman, Lancaster, Landis, Long,
<br />Quandt and Stelk all voted yes and none voted no. Motion
<br />carried.

<br />Daniel Hostler stated that a faxed bid from dated Tuesday July 8,
<br />at 8:58 a.m. from Valmont Microflect, Salem, Oregon, was in the
<br />fax machine. This was for the tower bid opening. Hartman made a
<br />motion and Abernethy seconded to reject the bid from Valmont
<br />Microflect. Abernethy, Hartman, Lancaster, Landis, Long, Quandt
<br />and Stelk all voted yes and none voted no. Motion carried.

<br />NEW OR UNFINISHED BUSINESS: Abernethy requested that the minutes
<br />from July 8 reflect that a reuse consultant was hired.
<br />
<br />Quandt requested to have the keno application work study session
<br />televised. The press will be present for this work study session.
<br />
<br />Landis requested that some one from the Reuse Committee should be
<br />on the prison fact finding committee. Long stated to submit a
<br />recommendation to the committee. Hartman requested to have
<br />individuals from smaller surrounding towns also be included. He
<br />was instructed to submit recommendations. It was also suggested
<br />that the Corrections Director and the Sheriff be included.

<br />Quandt made a motion to have the keno work-study televised. This
<br />motion was ruled out of order by the Chair because it was not on
<br />the agenda. Discussion was held.

<br />Landis made a motion and Lancaster seconded to hold the executive
<br />session regarding the public safety center negotiations.

<br />12:00 A.M. EXECUTIVE SESSION

<br />12:25 A.M. Lancaster made a motion and Abernethy seconded to go
<br />out of executive session. Abernethy, Lancaster, Landis, Long and
<br />Quandt voted yes and none voted no with Hartman absent for the
<br />vote and Stelk not voting.
<br />
<br />Meeting adjourned at 12:26 a.m. The next meeting will be
<br />July 15, 1997, at 9:00 a.m.
