<br />WHEREAS, such planning has heretofore been accomplished on the basis of both
<br />a one-year plan and a six-year plan, such plans being so designated respectively,

<br />NOW THEREFORE, be it resolved that the County Board of Supervisors for the
<br />County of Hall, State of Nebraska approve the one-year plan and the six-year plan which
<br />are attached hereto, subject to revisions as from time to time may become necessary
<br />because of facts, information or reasons disclosed by continued studies of the future need
<br />of the County with respect to its roadway system.

<br />1996 PUBLIC WORKS DIRECTOR'S HIGHWAY REPORT - Dan Hostler, Public Works
<br />Director reported. Each Board member received a copy of the report and
<br />Hostler stated Board Secretary has tape of the tour in her office, for
<br />viewing if anyone is interested.
<br />Motion by Stelk, seconded by Quandt to accept the 1996 Highway report
<br />and place on file. Abernethy, Hartman, Lancaster, Landis, Long, Quandt
<br />and Stelk voted yes, none voted no. Motion carried.

<br />Louise Miller, 1104 W Charles, Grand Island questioned the difference in
<br />one mile of road at $90,000.00 and one mile at $100,000.00 and also asked
<br />why Chief Construction were paving Phoenix Street. Hostler, Public Works
<br />Director answered questions.
<br />
<br />Chairman called break at 10:10 A.M. Returned to session at 10:15 a.m.

<br />10:15 A.M. PUBLIC HEARING - CONSIDER RENEWAL CONDITIONAL USE PERMIT FOR
<br />ELECTRONICS SERVICE
<br />Affidavit of publication was read as published in Grand Island
<br />Independent on March 8, 1997.
<br />Chuck Encinger, Owner of Electronics Service and the communications tower
<br />spoke, requesting the renewal of Conditional Use Permit.
<br />No one spoke opposing the application
<br />Conditional Use Committee recommended approval of renewal for five years
<br />applying the existing conditions as old permit.
<br />Motion by Stelk, seconded by Hartman to close the Public Hearing.
<br />Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk voted yes,
<br />none voted no. Motion carried.
<br />Public Hearing was closed at 10:18 a.m.
<br />Motion by Landis, seconded by Stelk to approve and issue the Conditional
<br />Use Permit as requested and recommended. Abernethy, Hartman, Lancaster,
<br />Landis, Long, Quandt and Stelk voted yes, none voted no. Motion carried.

<br />TORT CLAIM - DEBRA K. O'BRIEN AND STANLEY K O'BRIEN, SR. vs Max Boerson,Jr
<br />and Hall County in regard to residences of #19 and #20 Venus, Argo Subdivision
<br />AIda, Nebraska.
<br />Deputy Attorney Janulewicz spoke in regard to claim and requested the
<br />board to table the claim until next week and he will return with an opinion.
<br />Motion by Quandt, seconded by Stelk to table the tort claim until next
<br />week's meeting. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and
<br />Stelk voted yes, none voted no. Motion carried.

<br />Letter was received from EA Engineering Science and Technology, Proj~ct
<br />Manager Amy Zlotsky, requesting an additional $4500.00 to cover out-of-scope
