<br /> <br />97 r: tJr?f <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, MARCH 18, 1997 <br /> <br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned <br />session and by published call, in County Board meeting room, 121 South <br />Pine, Grand Island. <br /> <br />CALL TO ORDER - The meeting was called to order by Chairman Huey Long. <br />INVOCATION - Invocation was given by Captain Vogler, Salvation Army. <br /> <br />PLEDGE OF ALLEGIANCE - The Pledge of Allegiance was given in unison. <br /> <br />ROLL CALL - Present on roll call were Irene Abernethy, Richard Hartman, <br />Margaret Landis, Huey Long, Gary Quandt and Tammie Stelk. <br />Pamela Lancaster arrived shortly after roll call was taken. <br />PRESENT WERE - Deputy County Attorney Jerom Janulewicz, Grand Island <br />Independent reporter Carol Bryant. <br /> <br />MINUTES OF MARCH 11TH MEETING - Motion by Quandt, seconded by Stelk to <br />accept the minutes of March 11th meeting as received. Abernethy, Hartman, <br />Lancaster, Landis, Long, Quandt and Stelk voted yes, none voted no. Motion <br />carried. <br /> <br />COUNTY ATTORNEY - <br />Motion by Stelk, seconded by Lancaster to hold Executive Session with <br />Deputy Attorney to discuss the Public Defender Organization negotiations. <br />Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk voted yes, <br />none voted no. Motion carried. <br /> <br />EXECUTIVE SESSION - 9:06 A.M. and returned to regular session at 9:30 a.m. <br />on motion by Quandt, seconded by Stelk to return to regular session. Aber- <br />nethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk voted yes, none <br />voted no. Motion carried. <br /> <br />9:30 A.M. PUBLIC HEARING, 1997 ONE AND SIX YEAR HALL COUNTY ROAD PROGRAM <br />Affidavit of Publication was read as published in Grand Island Independent <br />on March 7, 1997. <br />Dan Hostler, Public Works Director explained the program and the projects <br />proposed. This year to blacktop 4 miles, 1996 blacktopped 4 1/2 miles. <br />Those speaking during the hearing beside County Board members were <br />Steve Clark, lives 2 miles west of 90th road project, Roy Stoltenberg, <br />lives Highway 2 and 90th road; Bill Kuehner, Doniphan, who owns property <br />on 90th road and Don Shuda, also resident of the area. <br />Supervisor Stelk spoke in regard to proposed $270,000.00 from Keno funds. <br />She suggested $100,000. from Keno and remainder from Inheritance fund. <br />Supervisor Hartman stated $150,000.00 from keno funds and keep the road <br />construction budget as is. <br />Supervisor Landis stated she would not be voting on the road program, <br />due to possible conflict of interest. <br />Motion by Lancaster, seconded by Hartman to close the Public Hearing. <br />Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk voted yes, <br />none voted no. Motion carried. Hearing closed at 9:55 a.m. <br /> <br /> <br />Motion by Hartman, seconded by Quandt to fund $150,000.00 from Keno funds <br />leave the road construction budget as is and this gives opportunity for <br />four miles blacktop in the one year program. Abernethy, Hartman, Lancas- <br />ter, Long, Quandt and Stelk voted yes, none voted no. Landis abstained. <br />Motion carried. <br /> <br />RESOLUTION #97-0021 was read. Motion by Stelk, seconded by Quandt to <br />adopt Resolution #97-0021 approving the one and six year road program. <br />Abernethy, Hartman, Lancaster, Long, Quandt and Stelk voted yes, none voted <br />no.
