<br /> <br />CJ7f-077 <br /> <br />HALL COUNTY BOARD OF SUPERVISOR MEETING, MARCH 4, 1997 <br /> <br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session <br />and by published call, in County Board meeting room, 121 S. Pine,Grand Island. <br /> <br />CALL TO ORDER: The meeting was called to order by Chairman Huey Long. <br /> <br />INVOCATION: Invocation was given by Pastor Jones, Immanuel Baptist Church. <br /> <br />PLEDGE OF ALLEGIANCE: Pledge of Allegiance was given in unison. <br /> <br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman <br />Pamela Lancaster, Margaret Landis, Huey Long, Gary Quandt <br />and Tammie Stelk. None were absent. <br /> <br />PRESENT Deputy County Attorney Jerom Janulewicz, News Media representatives <br />from Grand Island Independent, KRGI Radio and KH~S-TV5 <br /> <br />MINUTES OF FEBRUARY 25th MEETING: Motion by Quandt, seconded by Lancaster <br />to accept minutes of February 25th meeting as received. Abernethy, Hartman, <br />Lancaster, Long, Quandt and Stelk voted yes, none voted no. Landis was absent <br />from her chair. Motion carried. <br /> <br />PRESENTATION BY JERRY RYAN: Jerry Ryan, Director of Midland Area Agency on <br />Aging spoke briefly. He presented a certificate of appreciation to Super- <br />visor Tammie Stelk for serving on Midland Area Board. He expressed thanks <br />and appreciation to Hall County Board for their support thru the years and <br />looking forward to continued support. <br /> <br />COUNTY ATTORNEY: Deputy Attorney Janulewicz spoke in regard to resolution <br />prepared for amending definition of Home Occupations in Hall County Zoning <br />Resolution. <br />Motion by Stelk, seconded by Landis to approve Resolution #97-0017 as <br />presented. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Ste1k <br />voted yes, none voted no. Motion Carried. <br /> <br />RESOLUl10N # 97-00/ 7 <br /> <br />A RESOLUITON AMENDING TIIE DEFINITION OF HOME OCCUPATION IN <br />SECTION 4 OF TIIE HALL COUNTY ZONING RESOLUTION AND ADDING HOME <br />OCCUPATION [NON-RESIDENT EMPLOYEES] AS A PERMISSffiLE CONDmONAL <br />USE IN CERTAIN DISTRICTS <br /> <br /> <br />WHEREAS, at the regular meeting of the Regional Planning Commission, held January <br />8, 1997, the Regional Planning Commission considered and, by unanimous vote of the members <br />present, passed a motion to approve the following amendment to the Hall C01.Dlty Zoning <br />Resolution and recommending such amendment to the Hall County Board of Supervisors, to wit: <br />that SECTION 4. DEFINITIONS, Home Occupation, be amended by repealing the original <br />definition in its entirety and inserting the following: <br /> <br />Home Occupation Use: A business, occupation or profession, including room and board <br />(maximum of two persons) and child care, carried on within a residential dwelling and/or <br />the associated accessory buildings thereof, wherein the use of the residential dwelling <br />unit and/or the accessory buildings for the home occupation use shall be clearly <br />incidental and subordinate to its use for residential putposes by the occupants. The <br />following operauon cbaracterisucs and requirements must also be sausfied in <br />order to qualify as a home occupauon use: <br /> <br />a There shall be no change to the external appearance and residential character of the <br />land or buildings involved (all aspect of the use, including storage, must be confined <br />within the principal residence or accessory buildings)~ <br /> <br />b. No equipment or processing shall be allowed that creates visual or audible <br />interference in any radio or television receivers off the premises (including line voltage <br />fluctuations); or, creates obtrusive noise, vibration, heat, glare, fumes, dust, odors, <br />emissions or electrical interference detectable to the normal senses off the premises~ <br /> <br />c. Does not involve more than 35% of the total floor area of the residence and 50% of <br />the combined floor area of any attached or detached accessory buildings~ <br /> <br />d Does not require an identification sign other than one non-illuminated, flat mOlmt or <br />freestanding sign, not exceeding thirty-two (32) square feet in area. <br />
