Motion Carried. <br />RETURNED TO REGULAR SESSION at 9:25 a.m. <br />Motion by Stelk, seconded by Quandt to hire Jerry Pigs ley Attorney as <br />Chief Negotiator for FOP Negotiations, with the assistance of Attorney <br />Janulewicz, Sheriff Fosket and Supervisor Hartman. Abernethy, Hartman, <br />Lancaster, Landis, Long, Quandt and Stelk voted yes, none voted no. Motion <br />carried. <br /> <br />Motion by Stelk, seconded by <br />requested by Sheriff Fosket. <br />Long, Quandt and Stelk voted yes, <br /> <br />PUBLIC PARTICIPATION: Doyle Hulme, 2829 Brentwood Blvd, Grand Island, spoke <br />representing Heartland Visions.He gave a review of the program and encouraged <br />Board members to attend meetings and become involved. <br /> <br />DISCUSSION CASA DIVERSION PROGRAM: Supervisor Landis made comments that <br />she strongly supports the program, she apologized to the CASA Board for the <br />misinterpreted information. <br />priscilla Pekas, CASA Director spoke briefly and introducted Joan Schwan. <br />Joan Schwan, Board of Directors for CASA read a prepared statement. She <br />stated CASA Board administers the Juvenile Diversion program. <br />There were 14 people in audience ~Tho stood up in support of the CASA <br />Program. <br />Ms Schwan stated the Board of Directors voted unanimously to move their <br />office space elsewhere and to give back administration of the juvenile diver- <br />ision program to the County Board. CASA has pro-rated and will refund the <br />amount of remaining money allocated to run the juvenile diversion program. <br />They will continue to administer the diversion program until March. <br />Supervisor Stelk made comments and asked the Chair to appoint a Committee <br />to meet with the CASA Board to work on the problems. <br />Motion by Stelk, Feconded by Quandt to have Chairman appoint committee <br />of three County Supervisors to work with CASA Board to come with a recommend- <br />ation before March 1st on CASA program and the Building & Grounds Committee <br />have a recommendation for security of the building. Abernethy, Hartman, <br />Lancaster, Landis, Long, Quandt and Stelk voted yes, none voted no. Motion <br />carried. <br /> <br />Jamie Keasling, Harvard, Nebraska, Director of the CASA Program in Adams <br />County spoke. She also serves on the Board for Nebraska CASA Program. <br />There are 11 CASA Programs in the State. <br /> <br />Chairman Long apologized for the Board members action.
