<br />~q7F-OY~ <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING FEBRUARY 4, 1997 <br /> <br />The Hall County Board of Supervisors met 9:00 a.m. from adjourned <br />session and by published call in the County Board meeting room, <br />121 South Pine, Grand Island, Nebraska. <br /> <br />CALL TO ORDER~ Invocation was given by Rev. Urbach of Faith United <br />Methodist Church. <br /> <br />PLEDGE OF ALLEGIANCE: The ~ledge of Allegiance was given in unison. <br /> <br /> <br />ROLL CALL: Present on roll call were Richard Hartman, Pamela <br />Lancaster, Margaret Landis, Huey Long, Gary Quandt and Tammie Stelk. <br />Irene Abernethy arrived at 9:07 a.m. <br /> <br />MINUTES OF JANUARY 28 MEETING: Quandt made a motion and Hartman <br />seconded to accept the minutes as received and place on file. <br />Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and <br />none voted no. Abernethy was absent for vote. <br /> <br />COUNTY ATTORNEY EXECUTIVE SESSION: 9:05 a.m. Hartman made a motion <br />and Quandt seconded to go into executive session regarding personnel. <br />Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes <br />and none voted no. Abernethy absent for vote. Motion carried. <br /> <br />9:30 a.m. Hartman made a motion and Quandt seconded to return to <br />regular session. Abernethy, Hartman, Lancaster, Landis, Long, <br />Quandt and Stelk all voted yes and none voted no. Motion carried. <br /> <br />Deputy County Attorney Jerry Janulewicz was present. The three <br />claims that were referred to him for clarification were discussed. <br />He was unable to contact Gina Baker concerning the claim #96010189 <br />to Father Flannigan's Boys Home for clarification and Claim #96010345 <br />to Scottsdale Insurance he is checking the insurance policy. - <br />The claim for Jim Truell #97010363 was for services rendered in <br />December and it would be satisfactory to release this check. Stelk <br />made a motion and Abernethy seconded to release the check for Jim <br />Truell. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and <br />Stelk all voted yes and none voted no. Motion carried. <br /> <br /> <br />The memo from Ellen Totzke on the interpreters for Workers Compensation <br />Court was discussed. Stelk made a motion and Landis seconded to <br />inform employers that they are responsible to pay for the interpreters <br />fees. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk <br />all voted yes and none voted no. Motion carried. Jerry Janulewicz <br />stated he would talk to County Attorney Ellen Totzke concerning this <br />matter. <br /> <br />DISCUSSION ON PAUNCH MANURE: Hartman wanted to discuss this <br />because of the letter to the editor concerning the feeding of paunch <br />to cattle. This is the undigested food in the stomach of animals <br />and he wanted to explain this. Stelk mentioned the letter <br />received from the Health Department informing the county that the <br />department does not have the capacity to monitor Paunch Manure <br />application in Hall County. The two individuals that were with <br />the Health Department that were to monitor this are no longer there. <br />Landis made a motion and Hartman seconded to request the County <br />Health Department to assist Hall County with the paunch manure <br />monitoring. Abernethy, Hartman, Lancaster, Landis, Long, Quandt <br />and Stelk all voted yes and none voted no. Motion carried. <br />Michael Horn, President of the Health Board, was present to answer <br />the board's questions. Both parties will need to work with each <br />other. The board thanked Dr. Horn for his time. <br /> <br />RECEIVE BIDS FOR BRIDGE #41G5 PROJECT C40 (40 283): 10:00 A.M. <br />Hartman made a motion and Quandt seconded to open bids for Bridge <br />#41G5 Project C40(40 283). Abernethy, Hartman, Lancaster, Landis, <br />Long, Quandt and Stelk all voted yes and none voted no. Motion <br />carried. <br />
