<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, JANUARY 7, 1997
<br />
<br />The Hall County Board of supervisors met at 9:00 a.m. from adjourned session
<br />and by published call, in County Board meeting room, 121 South pine, Grand
<br />Island.
<br />
<br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk.
<br />
<br />INVOCATION: Invocation was given by Supervisor Huey Long.
<br />
<br />PLEDGE OF ALLEGIANCE: Pledge of Allegiance was given in unison.
<br />
<br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman,
<br />Robert Leslie, Huey Long, Gary Quandt and Tammie Stelk.
<br />Margaret Landis arrived at 9:11 a.m.
<br />
<br />PRESENT were Deputy Attorney Jerom Janulewicz. Board member-elect Pamela
<br />Lancaster, News Media Carol Bryant, Grand Island Independent
<br />and Tracy Overstreet, KRGI arrived after the Executive Session.
<br />
<br />MINUTES OF DECEMBER 17th MEETING: Motion by Quandt, seconded by Abernethy
<br />to accept minutes of December 17th meeting as received. Abernethy, Hart--
<br />man, Leslie, Long and Quandt voted yes, Landis was absent, Stelk abstained
<br />since she had not attended the meeting. Motion carried.
<br />There was no County Board meetings December 24th or December 31, 1996.
<br />
<br />COUNTY ATTORNEY: Two Executive Session were on today's agenda.
<br />Motion by Quandt, seconded by Long to hold Executive Session in regard
<br />to Personnel. Abernethy, Hartman, Leslie, Long, Quandt and Stelk voted yes,
<br />None voted no, Landis was absent. Motion carried.
<br />
<br />EXECUTIVE SESSION at 9:08 a.m. Returned to regular session at 9:27 a.m.
<br />on motion by Quandt, seconded by Long, Abernethy, Hartman, Landis, Leslie,
<br />Long, Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />APPOINTMENT OF GRIEVENCE COMMITTEE FOR PERSONNEL. Motion by Long, seconded
<br />by Abernethy to appoint the committee of Long, Abernethy and Quandt, with
<br />Long to Chair the committee. Abernethy, Hartman, Landis, Leslie, Long,
<br />Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />EXECUTIVE SESSION to discuss Public Safety Center strategies and negotia-
<br />tions. Attorney Janulewicz requested be scheduled for next week's meeting
<br />since he had not received the information he needed to discuss with Board
<br />members. Committee to have a meeting Monday night(January 13th)
<br />
<br />
<br />WOOD RIVER/WARM SLOUGH FLOOD CONTROL AGREEMENT: Attorney Janulewicz
<br />explained the agreement changes. The new proposal was for $250,000.00 for
<br />maintenance fund, with price index due to inflation if required each year.
<br />Discussed the newspaper article in today's paper in regard to funding
<br />for projects which included the Wood River Project.
<br />City Attorney Charles Cuypers and Assistant Attorney Dale Shotkoski
<br />were present.
<br />Attorney ~ypers spoke in regard to the newspaper article in regard
<br />to the Wood River Project. Wayne Bennett, City Public Works Director was
<br />also present and Dan Hostler, County Public Works Director.
<br />Motion by Quandt, seconded by Hartman to refer agreement to next week's
<br />meeting for action. Abernethy, Hartman, Landis and Quandt voted yes,
<br />Leslie and Stelk voted no and Long abstained. Motion carried,.
<br />
<br />BOARD OF EQUALIZATION: Motion by Quandt, seconded by Long to recess for
<br />Board of Equalization meeting. Abernethy, Hartman, Landis, Leslie, Long,
<br />Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />Board of Equalization meeting 10:07 a.m. and returned to regular Board of
<br />Supervisor meeting at 10:39 a.m.
<br />
<br />TAX CORRECTION NOTICES: County Assessor Jan Pelland presented tax corr-
<br />ection notices thru December 31, 1996 #1462 thru #1505.
<br />Motion by Hartman, seconded by Leslie to accept Tax Correction notices
<br />#1462 thru #1505 as presented. Abernethy, Hartman, Landis, Leslie, Long,
<br />Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />CONDITIONAL USE PERMIT QUESTION: Supervisor Landis, Chair of the Condi-
<br />tional Use Committee reported on their meeting in regard to hauling paunch
<br />from Monfort to Marty Rainforth farm. Committee recommendation is they
<br />do not need Conditional Use Permit for paunch mixed with silage. Hartman
<br />stated feeding paunch, no problem.
<br />Motion by Hartman, seconded by Landis, Does not need Conditional Use
<br />Permit to put paunch in silage. Abernethy, Hartman, Landis, Leslie, Long,
