PRESENTATION OF CPJrnGES IN PERSPECTIVE PAYMENT SYSTEMS <br />MEDICARE A&B: Stelk stated that she requested to have this item <br />on the agenda to educate the public on the changes that are <br />taking place since 1997 not to support the nursing home industry. <br />Representatives from the local nursing home industries briefed <br />the board on the billing changes that will affect the public. <br />This will affect residents of care facilities, any individual <br />that is on medicare, disabled persons and out-patient <br />rehabilitation therapy cases. There will be a cap on therapy of <br />$1,500.00 per year. The public needs to be educated and they <br />need to ask how this will affect them. Lancaster stated she <br />serves on Mid-land Area Agency on Aging and on an advisory board <br />that are looking at the changes that are happening. Stelk stated <br />she felt it was important to educate the public on these matters. <br />Long stated he appreciated the information and knows first hand <br />the costs and it is important for people to know what is going <br />on. Hartman stated that Mid-Plains has been affected on it's <br />out-patient services. <br /> <br />APPROVE APPOINTMENT TO THE CVB BOARD: Quandt made a motion and <br />Lancaster seconded to approve the appointment of Bob Besse to the <br />Convention Visitors Bureau Board. Arnold, Hartman, Lancaster, <br />Long, Quandt and Stelk all voted yes and none voted no with <br />Landis absent. Motion carried. The board members stated that <br />they were all excellent candidates and they felt Mr. Besse's <br />perspectives will be a good for the CVB Board. Executive <br />Director Renee Seifert stated that she is working on the <br />suggestion to include Wood River, Cairo and Doniphan in some of <br />the projects for CVB. She also stated that she will present a <br />quarterly report to the City Counsel. <br /> <br />ACCEPT STATE BIDS FOR TWO PICKUPS FOR THE ROAD DEPARTMENT AND THE <br />BUILDING DEPARTMENT: Public Works Director Dan Hostler stated <br />that he has the low bid from Lincoln Dodge for the two pickups <br />that were budgeted for. Parella Motors could not honor the low <br />state bid price. Hamilton Chevrolet would be $71.20 more than <br />the state bid price but Hostler stated it would save money to not <br />have to drive to Lincoln to pickup the trucks and they would have <br />local warranty service. Quandt made a motion and Lancaster <br />seconded to purchase the two pickups from Hamilton Chevrolet <br />Grand Island. Arnold, Hartman, Lancaster, Long, Quandt and Stelk <br />all voted yes and none voted no.
