<br />q~~tWa <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING DECEMBER 22, 1998 <br /> <br />The Hall County Board of Supervisors met from adjourned session <br />and by published call in the county board meeting room, 121 South <br />Pine, Grand Island, Nebraska December 22, 1998 at 9:00 a.m. <br /> <br />The meeting was called to order by Chairman Richard Hartman. <br /> <br />Invocation was given by Rev. Tim Anderson. <br /> <br />Present on roll call were Scott Arnold, Richard Hartman, Pamela <br />Lancaster, Huey Long, Gary Quandt and Tammie Stelk. Margaret <br />Landis was absent. Also present were Deputy County Attorney <br />Jerry Janulewicz and news media representatives from the Grand <br />Island Independent and KRGI. <br /> <br />MINUTES OF DECEMBER 8 MEETING: Long made a motion and Lancaster <br />seconded to approve the minutes of the December 8 meeting. <br />Arnold, Hartman, Lancaster, Long, Quandt and Stelk all voted yes <br />and none voted no with Landis absent. Motion carried. <br /> <br />COUNTY ATTORNEY - CONSIDER AND APPROVE AGREEMETN WITH CAPITAL <br />CITY CONCEPTS: Deputy County Attorney Jerry Janulewicz stated <br />that Capital City Concepts presented the best bid and with <br />negotiations on the cost an agreement was reached. The elected <br />and appointed officals will have an active roll reviewing the job <br />descriptions. The cost will be $23,000.00 with expenses at <br />$1,000.00. Hartman questioned why the cost was more than the <br />study done in 1990. This study will not only address <br />comparability between other counties but also between offices in <br />Hall County. Stelk made a motion and Lancaster seconded to <br />approve the agreement with Capital City Concepts and to pay the <br />fees from the wage survey line item in miscellaneous general and <br />to pay the additional costs from the miscellaneous line item. <br />Arnold, Hartman, Lancaster, Long, Quandt and Stelk all voted yes <br />and none voted no with Landis absent. Motion carried. <br /> <br />RETAIN LEGAL COUNSEL TO ASSIST THE COUNTY BOARD IN THE PERSONNEL <br />GRIEVANCE PROCEEDING: Deputy County Attorney Jerry Janulewicz <br />stated that he has assisted the department head in this grievance <br />process and recommended that the Board should retain legal <br />counsel. He stated he had contacted Mark Young and he would be <br />able to assist the County Board for a fee of $70.00 per hour. <br />Lancaster stated she felt it was important that each side have <br />legal counsel. Stelk stated that this disciplinary action goes <br />to the full County Board. Janulewicz stated he had made <br />arrangments to retain Mr. Young for the board if they requested. <br />Stelk made a motion and Lancaster seconded to approve hiring Mark <br />Young as legal counsel to the board in this matter.
