TED GEORGE REGARDING LIQUOR LICENSE: Ted George, owner of the Wings Restaurant at the airport; stated that he is in the process of selling the lease to the restaurant and would like to transfer the liquor license to the new owner, otherwise the new owner would have to apply for a new license. Mr. George will discuss this matter with Deputy County Attorney Jerry Janulewicz and contact the liquor commission. CONSIDER & ADOPT RESOLUTION ESTABLISHING THE POSITION OF JUVENILE SERVICE DIRECTOR: This will establish a juvenile services director. He will also work on the electronic monitoring for juveniles. A separate budget has been set up for this office. Stelk made a motion and Quandt seconded to approve Resolution #98-0045 to establish the position of juvenile services director. Abernethy, Hartman, Lancaster, Long, Quandt and Stelk all voted yes and none voted no. Landis was absent. Motion carried. Lancaster stated that this will be a positive influence for Hall County. RESOLUTION #98-rJ().<../5 A RESOLUTION ESTABLISHING THE OFFICE OF HALL COUNTY JUVENll..E SERVICES AND THE POSITION OF JUVENll..E SERVICES DIRECTOR WHEREAS, Nebraska Revised Statutes ~ 23-104.03 provides: "Each county shall have the authority (1) to plan, initiate, fund, maintain, administer, and evaluate facilities, programs, and services that meet the rehabilitation, treatment, care, training, educational, residential, diagnostic, evaluation, community supervision, and protective service needs of dependent, aged, blind, disabled, ill, or infirm persons, persons with a mental disorder, and persons with mental retardation domiciled in the county; ..." and WHEREAS, there is a need for additional juvenile services and resources that meet the rehabilitation, treatment, training, educational, and community supervison needs of wayward, dependent, and delinquent youth in Hall County; and WHEREAS, the creation of the office of Hall County Juvenile Services and the creation of the position of Hall County Juvenile Services Director would further the ability of the courts and county officials to deal with the growing problems and needs of juveniles within Hall County. NOW BE IT RESOLVED, effective July 1, 1998, the office of Hall County Juvenile Services is hereby created with such funds and budgets as provided for from time to time by the Hall County Board of Supervisors. The office shall be responsible for providing community supervison of such juveniles as referred by the County and District Courts of Hall County and by the Hall County Attorney.
