~;.: 6J d. i3 (:. 10:00 A.M. BID OPENING FOR ASPHALTIC CONCRETE SURFACING PROJECTS: The legal ad for the bid opening was published for July 7, 1998 at 10:00 a.m. instead of July 14. A certified letter was sent to the two bidders J.I.L. Asphalt Paving Company and Gary Smith Construction Company informing them that the bids would be opened July 14 and Chairman Richard Hartman asked if it was satisfactory to proceed with the bid opening and they stated it was. Quandt made a motion and Stelk seconded to open the bids for the asphaltic concrete projects. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. The following bids were opened: Stolley Park Road Project C-40(103)-3 JIL Asphalt Paving Total Bid $106,274.90 Gary Smith Construction Total Bid $113,019.00 Airport Road Project C-40(174)-2 JIL Asphalt Paving Total Bid $76,218.40 Gary Smith Construction Total Bid $80,438.00 Guenther Road Project C409239-1 JIL Asphalt Paving Total Bid $70,993.20 Gary Smith Construction Total Bid $82,926.00 Stuhr Road Project C-40(273)-1 JIL Asphalt Paving Total Bid $35,073.00 Gary Smith Construction Total Bid $33,020.50 There were no tied bids on these projects. Quandt made a motion and Stelk seconded to refer the bids to the public works director and the public works committee. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. Public Works Director Dan Hostler returned with the bid tabulation and Gary Smith Construction was awarded the bid for Project C40(283)-1 in the amount of $33,202.50 and JIL Asphalt Paving was awarded the bids for Projects C40(103)-3, C40(174)-2 and C40(239)-1 in the amount of $253,486.50. Quandt made a motion and Abernethy seconded to accept the low bids from Gary Smith Construction for $33,202.50 and JIL Asphalt Paving for $253,486.50. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. 10:30 A.M.DAVE BARBER REGIONAL PLANNING BUDGET: Dave Barber with Regional Planning presented copies of his proposed budget. The total budget request is $115,418.00 which is a 7% increase over last year. The health insurance premiums represented a 71% increase over last year so he had to increase his budget for this. The county share would be $57,709.00 for this budget year. Quandt made a motion and Long seconded to approve the budget for the Regional Planning Commission. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried.
