tf<JFt/P;:( ">",-1'., rf HALL COUNTY BOARD OF SUPERVISORS SPECIAL EMERGENCY MEETING APRIL 3, 1998 4:00 P.M. Chairman Richard Hartman called the meeting to order at 4:05 p.m. Present on roll call were Irene Abernethy, Richard Hartman, Pamela Lancaster, Huey Long, Gary Quandt and Tammie Stelk. Margaret Landis arrived at 4:09 P.M. Gary Quandt requested that the meeting be video taped and a copy mailed to the Nebraska Department of Correctional Services. Stelk questioned with the large attendance present if there could be public participation if it was not listed on the agenda. She stated the board is in session to address the items on the agenda. Stelk made a motion and Long seconded to have no public participation. Abernethy requested an opinion from the attorney, to see if it could be added. Deputy County Attorney Jerry Janulewicz stated that if the board wishes they can call for public participation. Lancaster requested that a time limit be included in the motion. Stelk amended her motion to include a 3-minute time limit. This could not be added because she requested no public participation. The motion to have no public participation was voted on. Stelk and Long voted yes and Abernethy, Hartman, Lancaster, Landis and Quandt voted no. Motion failed. Quandt made a motion and Landis, seconded to allow 10-minute public participation. Hartman, Lancaster, Landis, and Quandt all voted yes and Abernethy, Long and Stelk voted no. Motion carried. The following people spoke under public participation: Karen Colan, 225 Lakeside, opposed Sue Gulzow, 6601 N. Skypark Rd, opposed Kay Collins, 1002 W. Louise, opposed Harry Gregerson, 1019 N. Sherman, opposed Mike Toukan, 1808 S. Locust, for K.C.Hehnke, 615 Ivay Hall Place, for Ned Meier, 720 Third Road, opposed Cale Neal, 2516 Sothman, for Darlene Niemoth, 5575 Sky Park Road, opposed John Amick 410 Amick Ave, no opinion spoke on amended resolutions 15
