Landis made a motion and Quandt seconded to put to a vote <br />of the people if Hall County should proceed with phase 2 of the <br />prison application process. <br /> <br />Louise Miller, 1104 West Charles, said that 4 members of the <br />board voted to proceed with the application after the survey and <br />thought that it could stop. <br /> <br />Dick Stalker, 117West 19th, is a retired teacher and educated <br />students for democracy and the power should be in the hands of <br />those who vote. <br /> <br />Lewis Kent, 624 East Meves, stated the people should have the <br />chance to vote on this issue. <br /> <br />10:00 a.m. PUBLIC HEARING 1&6 ROAD PROGRAM: Stelk made a motion <br />and Landis seconded to open the public hearing for the 1 & 6 Road <br />program. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and <br />Stelk all voted yes and none voted no. Motion carried. <br /> <br />The board members were provided with copies of the program. <br />Abernethy requested that the board be given more time to discuss <br />this. Hostler stated it must be completed and approved by April <br />1. He reveiwed the various projects. $150,000.00 is also <br />included in the 1 & 6 program. Abernthy expressed concerns on <br />using the keno funds for roads instead of funding other <br />agencies. <br /> <br />Karen Colan spoke in support of using keno funds for paving roads <br />because this does provide direct proterty tax relief. <br /> <br />Long stated that this had been discussed at the audit committeee <br />meeting and there would be attional keno fund availabe for other <br />projects. <br /> <br />Stelk stated that there had been a resolution many years ago <br />requesting that all roads to cemet~ries be paved and she was, glad <br />to see this project completed. <br /> <br />Bill Leiser 4425 North Engleman Road requested to present a <br />petition opposing spending $300,000.00 to black-top Engleman <br />Road. He stated that the road is a good gravel road and the <br />school district has to cut their budget so the kids go without so <br />he stated this should be taken out of the 1&6 year program. <br /> <br />Landis made a motion and Stelk seconded to close the public <br />hearing. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and <br />Stelk all voted yes and none voted no. Motion carried. <br />
