Regional Planning Director Dave Barber presented a letter to the board members with the proposed amendments to the Hall County Zoning Resolution to control establishment of intensive hog confinement facilities. He reviewed the changes on certain definitions and the requirement of a conditional use permit for a intensive hog confinement facility. He also showed a map showing the various areas. Some of the area farmers attended the regional planning commission's meeting and discussion was held on the number of hogs. The legislature is currently considering legislation on this matte~ and the conditional use committee will meet and discuss this after the legislation is completed. ACCEPT AND PLACE ON FILE THE AUDITS FOR KENO AND COUNTY CLERK: Landis stated the audit committee met and Brad Fegley reviewed the audits with the committee. The minutes from the committee meeting were included in the packets. Landis made a motion and Quandt seconded to accept the audits and place them on file. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. AUTHORIZE THE CHAIR TO SIGN PROJECT STPE 2170(3) & CAIRO EAST (lR ROAD): Stelk made a motion and Landis seconded to authorize the Chairman to sign the project. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. COMMITTEE REPORT TO SET GRAVEL LETTING FOR 1998: The public works committee recommends to receive bids for the 1998 gravel requirements on March 10, 199~ at 10:00 a.m. Quandt made a motion and Long seconded to receive the gravel bids on March 10, 1998 at 10:00 a.m. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. LETTER FROM FAMILY RESOURCES ON DRAINAGE PROBLEM ON LENGENHEDER ROAD: Public Work Director Dan Hostler show an aerial photograph showing the road. The road ditch has been filed in with dirt,and the culvert can not drain the water. He recommended that the ditch be dug out and this would allow proper drainage. Abernethy made a motion and Long seconded to authorize the public works director to dig out the ditch to allow for drainage. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. ADMINISTRATION BUILDING BEAUTIFICATION: Lancaster stated that the bushes around the administration building need to be trimmed and some landscaping would make the entrances of the building more attractive. Landis made a motion and Stelk seconded to authorize Lancaster to check on the landscaping and return to the board with a proposal.
