PUBLIC HEARING FOR NATIONAL BY-PRODUCTS: Quandt made <br />a motion and Long seconded to open the public hearing for the <br />conditional use permit for National By-Products. Abernethy, <br />Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes <br />and none voted no. Motion carried. The conditional use <br />committee recommended to approve the permit with the same <br />conditions as the original permit and to renew it for 5 years. <br />John Cunningham, attorney for Platte-River By-Products gave a <br />brief history of the company. Dan Hostler stated that it may be <br />necessary to have the entrance changed once the road has been <br />paved. Landis made a motion and Quandt seconded to close the <br />public hearing. Abernethy, Hartman, Lancaster, Landis, Long and <br />Quandt all voted yes and none voted no, with Stelk absent for the <br />vote. Motion carried. <br /> <br />Landis made a motion and Quandt seconded to approve the <br />conditional use permit for National By-Product~ for five years. <br />Abernethy, Hartman, Lancaster, Landis, Long and Quandt all voted <br />yes and none voted no, with Stelk absent for the vote. Motion <br />carried. <br /> <br />DISCUSSION AND APPROVAL OF SPECS FOR JANITORIAL BIDS: Janulewicz <br />stated that the specs for the janitorial bids were released and <br />the board needs to approve them. Long made a motion and Stelk <br />seconded to approve the specs for the janitorial bids. <br />Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all <br />voted yes and none voted no. Motion carried. <br /> <br />AUTHORIZE CHAIRMAN TO SIGN THE CONSTRUCTION AND UTILITY EASEMENT <br />FOR THE HALL COUNTY AIRPORT AUTHORITY: Janulewicz explained that <br />the county has an underlying interest in this propert~ because in <br />the event that the Hall County Airport Authority ceased to exist <br />Hall County would be the owner. This project has been in the <br />process for a long time. Abernethy made a motion and Stelk <br />seconded to authorize the chair to sign the construction and <br />utility easement for the Hall County Airport. Abernethy, <br />Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes <br />and none voted no. Motion carried. <br /> <br />DISCUSSION ON HALL COUNTY PUBLIC DEFENDERS ORGANIZATION: This <br />case had gone back to the Court of Industrial Relations and the <br />union would have to start over. The board received a letter <br />requesting that the Hall County Public Defenders Organization be <br />recognized. Janulewicz recommended that this matter be tabled. <br />Long made a motion and Lancaster seconded to table the matter <br />until the final order is received from the Court of Industrial <br />Relations. Abernethy, Hartman, Lancaster, Landis, Long, Quandt <br />and Stelk all voted yes and none voted no. Motion carried. <br /> <br />A letter from Denny Busick was received requesting approval to <br />retain Mr. Busick as independent counsel for Jerry Piccolo. <br />Janulewicz recommendedmtable this matter. Long made a motion <br />and Stelk seconded to table the request to retain Mr. Busick as <br />independent counsel. Abernethy, Hartman, Lancaster, Landis, <br />Long, Quandt and Stelk all voted yes and none voted no. Motion <br />carried. <br />
