It will also need to be approved by the Department of the Army. Stelk made a motion and Quandt seconded to approve the final reuse plan. Joe Higgins requested to address the County Board concerning the Reuse Plan. He stated he presented a proposal that would continue the leasing of the property and take ownership of it. The consultant that was hired and the Reuse Committee developed the plan that is being presented to the County Board. Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and Abernethy voted no; favoring Mr. Higgins plan. Motion carried. 10:00 A.M. PUBLIC HEARING FOR HEARTLAND COOP: Quandt made a motion and Stelk seconded to open the public hearing for the conditional use permit for Heartland Coop. The conditional use committee recommended approval of the permit. The permit would have the same conditions as the original permit and would be for 5 years. Hartman suggested that it should be issued for 20 years. Quandt made a motion and Stelk seconded to close the public hearing. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. Stelk made a motion and Abernethy seconded to approve the conditional use permit for Heartland Coop for 5 years. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. 10: 06 A.M. Break 10:14 A.M. Returned to session.
