The property is North of the Law <br />Enforcement Training Center. The Economic Development <br />Corporation is raising funds privately. The final proposal must <br />be presented to the state by February 9, 1998. This area was one <br />of the original sites. Quandt questioned if the sponsoring <br />agency could drop out after the application is sent in. The <br />Department of Corrections requires a public hearing after the <br />first submission. Hartman questioned the amount that was offered <br />for the property. Quandt asked if the placement of a prison <br />close to the law enforcement training center would be a problem. <br />Stelk stated that the option to purchase the land would remain <br />open until the end of the year and it could be used for other <br />purposes. Long and Abernethy commended the people who worked on <br />this project. Quandt requested that the public be allowed to <br />talk. <br /> <br />Kay Collins, 1003 West Louise, wanted to know why the Economic <br />Development Corporation could support a prison but no clean <br />business. <br /> <br />Joe Higgins stated that the Economic Development Corporation is <br />doing what they are supposed to do. <br /> <br />Art Ostermeier, 5701 North 281, stated he was against the prison. <br /> <br />Janulewicz presented a map showing the location of the site. The <br />resolution would approve the consent of the sale of property by <br />the Hall County Airport Authority and this would also need the <br />consent of the FAA. The Airport Authority would receive fair <br />market value of the property. The resolution would address the <br />paving of ~ mile of Abbott Road. The paving could be included in <br />the one and six road plan. It is necessary to have all three <br />elements in order to proceed. Long made a motion and Abernethy <br />seconded to approve Resolution # 980006 to approve a proposed <br />prison site , consent to the sale of real property and commit to <br />paving a portion of Abbott Road. Abernethy, Lancaster, Long and <br />Stelk all voted yes and Hartman, Landis and Quandt voted no. <br />Motion carried.
