Hooker Construction bid at $159.00 per ton and Island Landhandlers bid at $150.00 per ton. Hartman made a motion and Stelk seconded to refer the bids to Public Works Director Dan Hostler and he will forward them to the Dan Rosendahl with the Nebraska Department of Roads. Arnold, Hartman, Jeffries, Lancaster, Landis, Logan and Stelk all voted yes and none voted no. Motion carried. Chairman Jeffries called for a short break so the public works committee could meet. 10:30 a.m. returned to regular session. 10:30 a.m. PUBLIC HEARING COMMUNITY DEVELOPMENT BLOCK GRANT FOR AIRPORT AUTHORITY: Stelk made a motion and Lancaster seconded to open the public hearing. Arnold, Hartman, Jeffries, Lancaster, Landis, Logan and Stelk all voted yes and none voted no. Motion carried. Deputy County Attorney Jerry Janulewicz addressed the board concerning the resolutions and other items on the agenda for this grant and informed the board that it will not be necessary to approve these items until the January 11,2000 meeting. They will only need to hold the public hearing. The interlocal agreement will include the City of Grand Island, the Hall County Airport Authority and Hall County. The city will provide the grant administrator and they will receive the grant administration fee of$5,000.00. The claims for the funds will be submitted to the county for payment. The county will be held harmless in case the grant funds would need to be repaid. Hartman expressed concerns that the county could be liable for repayment, but he was informed that the company would be responsible if any funds had to be repaid. This economic development grant provided that the company locating here would provide for 20 full time jobs and maintain these jobs for three years. Janulewicz reminded the board that the county budget would have to be amended to address the grant funds received and the expenditures. The public hearing for the amended budget would be held in January.
