He stated that he and Chairman Jeffries and drove the area where the problems <br />are because they received calls from Hall County residents and there is a defiantly a <br />problem. There has been some application of liquid paunch and an also compo sting of <br />waste products from a turkey farm in Gibbon. Two representatives from Chamness <br />Technologies requested to speak to the board. They explained the process of the <br />application of the liquid paunch and stated they have been doing this for some time. <br />They have also obtained the necessary permits for this application. The dry condition of <br />the soil could contribute to some of the odor problem. Lancaster stated that the board <br />might need more information on this. Lancaster made a motion and Landis seconded to <br />refer this matter to the conditional use committee for research and a recommendation. <br />Arnold, Hartman, Jeffries, Lancaster, Landis and Logan all voted yes and none voted no <br />with Stelk absent. Motion carried. <br /> <br />Building inspector Max Boerson stated that he had no knowledge of the compo sting of <br />the turkey waste products and to his knowledge they did not obtain a permit. Deputy <br />County Attorney Jerry J anulewicz stated that this would not be covered by the <br />regulations regarding disposal of paunch. The county has not taken a position on <br />disposal of other sludge materials, but they may need to look at more regulations on <br />disposal and composting of waste materials. <br /> <br />PUBLIC PARTICIPATION: Chairman Jeffries called for public participation and no one <br />responded. <br /> <br />COUNTY ATTORNEY INTERLOCAL AGREEMENT WITH CITY OF GRAND <br />ISLAND, COUMMUNITY REDEVELOPMENT AUTHORITY FOR JOIN <br />FACILITIES PLAN: Deputy County Attorney Jerry Janulewicz stated that this <br />agreement has not been reviewed by the city council and the community redevelopment <br />authority so he requested to table this matter until December 14, 1999. <br />
