<br />r 19990489 <br /> <br />PUBLIC P ARTICIP A TION: Chairman Jeffries called for public participation and Jim <br />Maloney, 8500 South AIda Road, Grand Island requested to speak to the Hall County <br />Board of Supervisors. He requested to address the water problem that he has on his <br />property. He stated that he had a survey from Richard Hadenfeldt concerning this <br />problem and he would like to see the study that Hall County had done from Ollsen and <br />Associates. Mr. Maloney has contacted Milt Moravek with Central Platte Natural <br />Resource District concerning the water and he agreed with Mr. Maloney that this matter <br />needs to be addressed. Public Work Director Dan Hostler had tried to install a culvert <br />that may have helped the problem but was not able to do so because the culvert would be <br />on private property. Hartman made a motion and Stelk seconded to release the study that <br />was done by Ollsen and Associates on this property to Mr. Maloney or his attorney. <br />Arnold, Hartman, Jeffries, Lancaster, Landis, Logan and Stelk all voted yes and none <br />voted no. Motion carried. Public Works Director Dan Hostler has a copy of the study <br />and he will provide Mr. Maloney with a copy. <br /> <br />COUNTY ATTORNEY: Deputy County Attorney Jerry Janulewicz requested that item B <br />be addressed. This is the request of the Hall County Airport Authority for the county to <br />sign off on the application for the Community Development Block Grand funds for a <br />project at the Central Nebraska Regional Airport. Stew Jobes a business finance <br />specialist with the Nebraska Department of Economic Development spoke to the board <br />concerning the public works community development block grant in the amount of <br />$255,000.00 that the Hall County Airport would like to apply for. Hall County would <br />sponsor the grant and use the city grant administrator to process the grant application. <br />The airport would match the $250,000 in order to secure the grant funds. <br />Bill Stoval Airport Manager explained that these funds would enable the airport to install <br />sewer, water and gas lines and repave a road to attract a new tenant with an oil related <br />business at the airport. Mr. Jobes explained that a public hearing would need to be held <br />on this matter and an environmental assessment study would need to be done by <br />December 15,1999. Lancaster made a motion and Arnold seconded to approve the <br />application for the Department of Economic Development grant and approve and <br />interlocal agreement with the city and county to administer the grant. Arnold, Hartman, <br />Jeffries, Lancaster, Landis, Logan and Stelk all voted yes and none voted no. Motion <br />carried. <br /> <br />APPROVE AGREEMNT AND AUTHORIZE CHAIR TO SIGN FOR HALL COUNTY <br />AND SENIOR CITIZEN FOR OPERATION AND USE OF HANDI-BUS AND <br />APPROVE AGREEMENT WITH THE STATE DEPARTMENT OF ROADS: Deputy <br />County Attorney Jerry Janulewicz stated that this was for the purchase of a handi-bus for <br />Senior Citizens Center. The agreement need to be approved and the agreement with the <br />State Department of Roads needs to be signed by Hall County. Lancaster made a motion <br />and Arnold seconded to approve the agreement and authorize the chair to sign. Arnold, <br />Hartman, Jeffries, Lancaster, Landis, Logan and Stelk all voted yes and none voted no. <br />Motion carried. <br /> <br />APPROVE CONTRACT FOR GARBAGE HAULING AND DISPOSAL: This will be <br />addressed later in the meeting. <br />
