He is the owner in T & E Cattle, Baxter Cattle <br />Company, Big B and Little B Cattle Company and is very active in the community. He has <br />interest in tracts 26, 27, 36, 37 and line #1 at CAAP for future development of his business. He <br />would request a conditional use permit for the development of the feed lots and this would be an <br />increase in the economic development to Hall County. Chamness Technologies has requested line <br /># 1 but they could negotiate the possession of the other lines that are available. Discussion was <br />held on selling the options of designating the land or selling it at public auction. Hartman stated <br />that the board needs to make a decision on designation or the sale of the property. <br /> <br />Attorney Dan Thayer representing Chamness Technologies and Mr Chamness were present to <br />request designation of the bomb lines to their company. They stated that they would be able to <br />offer critical services to one of Hall County's largest employers. They would also be able to offer <br />their services to dispose of waste to other businesses. Hartman made a motion and Lancaster <br />seconded to table the designation of the CAAP land until February 23, 2000. Arnold made a <br />motion and Stelk seconded to amend the motion to designate land to NRD city and county for <br />purposes of flood control and park and recreation purposes from the table motion. Arnold, <br />Lancaster and Stelk voted yes, Landis abstained, Hartman and Jeffries voted no. Motion failed. <br /> <br />Arnold made a motion not to limit the time on the designation. Motion failed for a lack of a <br />second. <br /> <br />Landis stated that if it is tabled the board will go over the same thing again. Lancaster stated that <br />all the people should have the opportunity to speak on this subject. Stelk stated she was surprised <br />to see the number of people interested in the land even with the contamination. She suggested <br />that the matter be tabled and give the community an opportunity to make proposals on the <br />property and submit them by February 7, 2000. The board could review the proposals and <br />address the matter on February 23, 2000 at a work study session. <br /> <br />Hartman made a motion and Landis seconded to put the land up for public auction. Hartman, <br />Jeffries, Landis, voted yes and Arnold, Lancaster and Stelk voted no with Logan absent. Motion <br />failed. <br /> <br />Hartman made a motion and Jeffries seconded to return the property to the original land owners. <br />Hartman, Jeffries, Landis yes and Arnold Lancaster and Stelk voted no with Logan absent. <br />Motion failed <br /> <br />Lancaster made a motion and Hartman seconded to table the matter to sell or designate the <br />property at CAAP until February 22,2000 and to have people submit proposals for the usage of <br />the land until February 7, 2000. Hartman, Lancaster, Landis and Stelk voted yes and Arnold and <br />Jeffries voted no. Motion carried. <br /> <br />COMMENCE AUDIT OF MONTHLY CLAIMS AND ACTION ON CLAIM AUDIT: The <br />board members reviewed the monthly claims and Hartman made a motion and Lancaster seconded <br />to approve the monthly claims as audited and authorize the clerk to pay.
