~19990436

HALL COUNTY BOARD OF SUPERVISORS MEETING OCTOBER 5, 1999

The Hall County Board of Supervisors met from adjourned session and by published call
in the county board meeting room, 121 South Pine, Grand Island, Nebraska, October 5,
1999, at 9:00 a.m.

The meeting was called to order by Chairman Bud Jeffries.

A minute of silence was observed for invocation.

The Pledge of Allegiance was given in unison.

Present on roll call were Scott Arnold, Richard Hartman, Bud Jeffris, Pamela Lancaster,
Margaret Landis, Lonnie Logan and Tammie Stelk.. Also present were Deputy County
Attorney Jerry Janulewicz and news media representatives from the Grand Island
Independent and KRGI.

MINUTES OF THE SEPTEMBER 28 MEETING: Logan made a motion and Hartman
seconded to approve the minutes of the September 28 meeting. Arnold, Hartman,
Jeffries, Lancaster, Landis, Logan and Stelk all voted yes and none voted no. Motion
carried.

COUNTY ATTORNEY: Deputy County Attorney Jerry Januewicz presented the
resolution setting the salary for the office of the part-time election commission for a four-
year term. This resolution would set the salary for $20,000.00 starting January 1,2000
with a 3.7% increase for the next three years. The regular hours would be 20 hours a
week. The personnel policies and procedures would still apply. Logan made a motion
and Stelk seconded to approve the resolution. Arnold requested that item 8a to rescind
the motion of September 28 to advertise for applicants for the part-time election
commissioner is addressed before the resolution was approved. Stelk withdrew her
second and Logan withdrew his motion.

RESCIND MOTION OF SEPTEMBER 28: Landis stated that she was undecided about
advertising for the election commissioner position and it may be in the best interest for
Hall County to rescind this motion. Landis made a motion and Hartman, seconded to
rescind the motion from September 28 to advertise for applicants for the part-time
election commissioner position. Arnold stated he has a problem with this being a part-
time position and he wants to hear the discussion and encourage the board members to
make a good decision after hearing the discussion. Lancaster was concerned that this
discussion would address a specific job performance and she would like to go into
executive session. Lancaster made a motion and Stelk seconded to go into executive
session. Arnold, Hartman, Lancaster, Landis and Stelk all voted yes and Jeffries and
Logan voted no. Motion carried.
